Proactively Addressing Obstacles in Industrial Park Infrastructure Projects

At the recent working meeting and progress review for industrial park infrastructure projects in Vinh Phuc province, Mr. Tran Duy Dong, Chairman of the Provincial People's Committee, emphasized the need for targeted actions to address obstacles in these projects, aiming to enhance investment promotion, attract new investments, and further advance the local socioeconomic development.

At Tam Duong Industrial Park I - Area 2, in their report, the investor representative said: Currently, as of August 10, significant progress had been made in site clearance and infrastructure development. The site clearance for inventoried areas reached 96%, while clearance for areas designated for recovery stands at 68%. Of the total allocated area of over 81 hectares, more than 50% was designated. In the second phase, over 29 hectares were allocated, with site clearance and compensation fully completed. Additionally, the company constructed 3 kilometers of embankments for K95 road, leveled 18 hectares of land, and installed drainage and power supply systems.

During the project implementation, the investor encountered hardships: Undetermined land rental prices and uncertificated land use rights, no land allocation in the second phase, no fund for the Tam Duong District People's Committee to implement resettlement projects for site clearance, and the opposition of households that slows the implementation process.

Highly appreciating the investor for accelerated progress of the Tam Duong I Industrial Park - Area 2, Tran Duy Dong requested the Department of Natural Resources and Environment to collaborate with the Tam Duong District People's Committee to expedite the determination of land prices and facilitate the prompt issuance of land use right certificates. He also directed the Department of Planning and Investment to work with the Department of Finance to allocate funds for resettlement, ensuring the completion of site clearance for the project. For households resisting or obstructing the project, Dong emphasized the need for authorities at all levels to provide clear communication and support for the project while taking firm action against those who deliberately oppose it.

Inspecting the progress of the infrastructure project in Ba Thien II Industrial Park (Binh Xuyen district), he highly appreciated the effort of the investor and Binh Xuyen district for active participation in building modern and quality infrastructure of Ba Thien II Industrial Park where there are 74 tenants, mainly comprising foreign direct investment (FDI) firms specializing in the manufacturing of automotive and motorcycle parts, as well as electronic components. The province is giving priority to investment projects here.

Directing the solution to site clearance hindrance on the remaining 57 ha of Ba Thien II Industrial Park, he instructed the relevant agencies to collaborate with Binh Xuyen District to establish specific land prices for site clearance compensation and to allocate the necessary resources for resettlement. By October, 20 hectares are expected to be cleared, with the remaining area to be addressed promptly once resettlement for affected residents is arranged.

Regarding the infrastructure project in Ba Thien I Industrial Park, Binh Xuyen District, Chairman Dong directed the implementation of specific solutions to address challenges in site clearance, security fence construction, and underground grid installation. He also emphasized the need to streamline licensing processes to facilitate and attract secondary investors.

Tran Duy Dong emphasized that Vinh Phuc province always prioritizes industrial development and sees industry as the foundation and driving force for development. The province advocates attracting high-tech, semiconductor and environmentally friendly industries. Therefore, all levels and branches of government and industrial park infrastructure investors must focus on drawing investors in line with the province's industrial development planning and pay special attention to environmental protection to ensure sustainable development.

He also tasked the Office of the Provincial People's Committee with coordinating with relevant agencies and local authorities to urgently prepare a specialized conference. This conference will enable the Provincial People's Committee to review and address the challenges faced by industrial park infrastructure projects in the province.
