By deeply understanding the views, goals, tasks, and solutions on labor market development outlined in Resolution 06/NQ-CP dated January 10, 2023 of the Government and implementing numerous practical solutions, An Giang has effectively achieved its labor market development goals and created a significant driving force for socioeconomic development.
According to the Department of Labor, Invalids and Social Affairs, the labor market has faced a lot of difficulties since the beginning of 2023 due to global economic recession. Many enterprises had to scale down their production due to insufficient orders for production, thus hurting the employment of many workers.
As of June 29, 2023, up to 36 companies had to reduce staff (mainly garment, leather and footwear producers), leaving 10,558 employees affected, of which 4,720 people lost their jobs, 1,438 people were laid off and 4,400 people worked with less time. 11,498 people received unemployment insurance benefits, of which 60% were migrant workers.
Mr. Chau Van Ly, Director of the Department of Labor, Invalids and Social Affairs, said that the labor market is closely monitored and updated by the Department to advise the province on timely solutions. Since the start of this year, the agency has advised the Provincial People's Committee to issue Plan 338/KH-UBND dated May 9, 2023 on implementation of Resolution 06/NQ-CP dated January 10, 2023 of the Government on developing a flexible, modern, efficient, sustainable and integrated labor market for socioeconomic recovery in An Giang province. The department organized a preliminary conference on sending An Giang contract workers to work abroad in 2021 - 2022 and to 2025. It also reported to the Party Organization Board of the Provincial People's Committee to submit to the Standing Board of the Provincial Party Committee on carrying out Directive 20/CT/TW dated December 2, 2022 of the Party Secretariat on strengthening the leadership of the Party in sending Vietnamese workers to work abroad in the new context.
In addition, the department has actively implemented various solutions like coordinating with the An Giang Confederation of Labor, the An Giang Economic Zones Authority and related agencies to visit local labor-intensive companies to grasp labor situations to report labor matters to the Provincial People's Committee in a timely manner. It sent written requests to People's Committees of districts, towns and cities to actively capture local labor situations, and deployed effective employment models and provide job creation loans for people and enterprises. As a result, in the first half of 2023, nearly VND86 billion was lent to job creation, maintenance and expansion programs.
Moreover, the department has connected companies with technical and vocational education and training (TVET) by fostering their cooperation in building training programs, practice environments and internships for students and recruiting workers.
The Provincial Employment Service Center under the department has promoted career counseling and job introduction for workers, promptly shared job information on its website to connect workers with businesses, provided timely support for employees who are receiving unemployment benefits, and increased job fairs. Hence, the center consulted on job introduction for 22,633 people, hosted eight career days and job fairs, and opened 18 career counseling points for workers in nine districts and towns.
Provincial leaders always care about labor issues, he said. In the coming time, An Giang province will strive to focus on developing a flexible, modern, efficient, sustainable and integrated labor market to boost socioeconomic recovery and development in the province.
“An Giang province aligns its views, goals, tasks and solutions on labor market development with the Government's orientations; synchronously launches job creation solutions in line with its growth model changing process; develops decent jobs and green jobs associated with socioeconomic planning and investment allocation; increases forms of credit for job development; and supports disadvantaged people to participate in the labor market. The province develops human resources to meet industrialization and modernization requirements; steps up training reforms, attracts domestic and foreign investors into training; and gradually trains young people for professional jobs," Ly added.
At present, An Giang province has 273 contract workers working abroad, including 190 in Japan, 69 in Taiwan (China), six in South Korea, three in Poland, one in the United States, two in Hong Kong (China), one in China and one in Malaysia. |
In the coming time, An Giang province will continue to implement mechanisms and policies to ensure comprehensive and inclusive social security so that workers can work safely, earn more income and ensure their lives. The province will accelerate information technology application and digital transformation in human resource management and operation of labor market elements to have breakthrough advancement in labor market administration, he noted.
