Administrative Reform Becoming More Effective and Substantive

The administrative reform of An Giang province has produced remarkable, effective, and substantive outcomes, thanks to the high determination of the whole political system and especially the firm direction of the Provincial Party Committee and the Provincial People’s Committee.

The administrative reform of An Giang province has produced remarkable, effective, and substantive outcomes, thanks to the high determination of the whole political system and especially the firm direction of the Provincial Party Committee and the Provincial People’s Committee.

The An Giang Department of Home Affairs (the standing agency of the Provincial PAR Steering Committee) said that the public administration reform (PAR) of An Giang province has been so far relatively stable and PAR tasks have been fully executed in all aspects: From administration to institutional reform, administrative procedure reform, administrative apparatus reform, civil service reform, public finance reform and administration modernization where the focus is currently centered on building and development e-government and digital government.

The province's PAR has been strongly renovated to obtain positive changes. New initiatives and models have been sought and applied, thus helping boost socioeconomic development. Notably, institutional reform has been increasingly completed. Legal documents have been regularly reviewed, checked, adjusted, supplemented or replaced in a timely manner to ensure the integrity, constitutionality, legality, effectiveness, feasibility and suitability with local realities.

Administrative procedures are increasingly simplified to reduce the time and cost, with application for online reception and settlement of administrative procedures. Public services are provided partially and fully online while the effect of public postal services is enhanced. The rate of administrative procedures handled in time and in advance is always over 90%.

The reform of the administrative apparatus and public non-business units has been firmly implemented by the province in the spirit of Resolutions 18 and 19-NQ/TW of the Central Party Committee. As a result, the organization of the administrative apparatus and public non-business units has been increasingly streamlined, effective and efficient. The quality of public employees has been increasingly improved.

For effective and substantive PAR

Mr. Ngo Hong Yen, Director of the An Giang Department of Home Affairs, said: In order to promote and improve the efficiency of administrative reform, the Department of Home Affairs together with relevant agencies and localities will continue to coordinate in advising the Provincial People's Committee and the Chairman of the Provincial People's Committee to implement many important tasks in the coming time.

Specifically, the common goals are to improve the leadership capacity of the Provincial Party Committee and the administrative performance of authorities at all levels; promote democracy and discipline; strongly utilize local comparative advantages in regional connectivity and international integration; harmoniously develop the economy, culture, society, environmental protection and life quality improvement for people; and maintain national defense and security. By 2025, An Giang's economy will be in the leading group in the Mekong Delta region and reach the national average; standing above the national average by 2030.

“An Giang will continue to speed up public administration reform in order to build a democratic, modern, professional, disciplined, public, transparent administration and enhance accountability to the people; build a contingent of moral, reliable and capable public employees to perform their work well; streamline administrative agencies from provincial to grassroots levels to boost their effective and efficient performance, and enable better development, integrity and service to people,” he said.
