Hanoi Strives to Complete the Goals of New-Style Rural Area

Hanoi City is striving to complete the new rural construction targets ahead of schedule according to the Hanoi Party Committee's Program No. 04-CTr/TU.

Localities speed up progress

Dong Anh District was recognized by the Government as meeting new rural standards (NTM) in 2016. Up to now, the district has focused on implementing advanced NTM criteria at commune and district levels toward civilized, practical, and sustainable urban areas. In the 8 years of implementation, in addition to mobilizing resources to invest in infrastructure, the district has focused on developing production and improving people's lives. Dong Anh has focused on building and perfecting grassroots cultural and sports institutions; effectively implementing Resolution No. 250 NQ/HU of the Standing Committee of the District Party Committee on the determination to complete "5 yes, 3 no". Specifically: There are cultural houses, football fields, mini parks, community activity points, parking lots combined with tree planting and no violations of regulations on land management and use, construction order, and urban civilized order; no environmental pollution in terms of wastewater, emissions, waste; no poor households. Up to now, 100% of villages have cultural activity points and have invested in equipment to serve community activities. The district has built nearly 900 sports areas, installed nearly 700 outdoor sports equipment and tools, 1 modern stadium, 148 football fields, 235 badminton courts, 450 volleyball courts, 13 swimming pools...


Dong Anh builds advanced new rural areas

Therefore, by the end of 2023, Dong Anh district has achieved and achieved 9/9 criteria of advanced NTM district, with 20/23 communes meeting advanced NTM standards, and 5/23 communes meeting model NTM standards. According to the plan set out in 2024, 100% of the district's communes will meet the advanced NTM standards, and 50% of communes will meet the model NTM standards. Notably, from 2019 to now, Dong Anh has no more poor households, the political system has been consolidated, and political security has been maintained.

Meanwhile, Dan Phuong district has identified NTM construction as a key task and has taken steps in line with the local reality. Along with the support of the Central Government and Hanoi City, Dan Phuong district has promoted information, and propaganda, and mobilized diverse resources to serve the NTM target. Statistics from 2010 to now, the total mobilized capital has reached nearly 7,586 billion VND. Notably, of this, the mobilized capital outside the budget and socialization has reached more than 1,191 billion VND.

Since 2015, Dan Phuong has been recognized by the Prime Minister as a "District meeting NTM standards". Through the review, the district also meets the criteria for an advanced NTM district in the 2021-2025 period according to Decision No. 320/QD-TTg of the Prime Minister. Dan Phuong district continues to direct communes to focus on investing and synchronously upgrading the criteria. To date, 15/15 communes in the district have reached the model NTM finish line, being one of two districts in Hanoi with 100% of communes meeting the model NTM standards (along with Thanh Tri district). The district has assessed 9 criteria according to the National Criteria for Advanced NTM Districts in the 2021-2025 period. Dan Phuong has met 9/9 criteria, meeting the conditions to submit to competent authorities for recognition as a "District meeting advanced new rural standards", according to the provisions of Decision No. 3099/QD-UBND of the Hanoi People's Committee and Decision No. 320/QD-TTg of the Prime Minister.

Early completion of targets

According to Mr. Nguyen Xuan Dai, Director of the Hanoi Department of Agriculture and Rural Development: With the efforts of the entire political system and the support of the people, Program No. 04-CTr/TU of the Hanoi Party Committee has achieved many results up to this point. By July 2024, out of a total of 33 targets of Program No. 04-CTr/TU, Hanoi had 12 targets that had completed the plan for the entire period of 2021-2025; it is expected that by the end of 2024, 14 more targets will be completed and completed. Currently, all 382/382 communes of the city have met the new rural standards, 188 communes have met the advanced new rural standards (exceeding the targets set by Program No. 04-CTr/TU) and 76 communes have met the model new rural standards. According to the city's plan, in 2024, at least 35 more communes will meet the model NTM standards. Thus, by the end of 2024, the number of communes meeting the model NTM standards will exceed the program's target of 80 communes.

Currently, 4 districts: Gia Lam, Dong Anh, Thanh Tri, and Hoai Duc have completed the dossier of advanced NTM districts to submit to the Ministry of Agriculture and Rural Development, striving to be recognized by the Prime Minister in August 2024. In addition, 3 districts: Thanh Oai, Thuong Tin, and Dan Phuong are completing the dossier of advanced NTM districts and submitting to the city in August 2024.

To be recognized as having completed the construction of NTM at the city level, Hanoi needs to implement 8 targets. Currently, the city has completed and completed these targets. Hanoi has 100% of districts and towns meeting the standards and completing the task of building new rural areas; more than 40% of communes have met advanced new rural standards; the New Rural Development Project for the 2021-2025 period has been approved by the City People's Council; ... only the target of having at least 20% of districts meeting advanced new rural standards is waiting for the Central Government to evaluate and recognize. With the achieved results, Hanoi is making great efforts to be recognized by the Central Government for completing the construction of new rural areas at the city level on the occasion of the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024), completing one year ahead of the set target

In addition to the achieved results, the implementation of Program No. 04-CTr/TU still has some limitations. That is, the income of people in rural areas in 2023 only reached 64.26 million VND/person (the plan is 70 million VND/person/year); the number of public schools meeting national standards accounts for 75% (the plan is 81%); the rate of villages with cultural houses is 98.7% (the plan is 100%) and there are more than 100 communes where people do not have access to clean water.

Regarding the construction of new rural areas in the coming time, the Hanoi People's Committee directs agencies and units to carefully review the indicators; focus on directing and prioritizing investment resources to ensure the completion of the criteria for building advanced new rural districts, advanced new rural communes, and model new rural communes, striving to reach the finish line according to the plan.
