Digital Transformation Propelling Administrative Reform Forward

Hai Phong City is consistently carrying out administrative reform contents. The city particularly regards digital transformation as a key solution with direct impacts on the formation of a transparent, effective and efficient administration and the quick improvement of the investment and business environment, helping it enhance the quality of economic management of the municipal government.

 

According to the Public Administration Reform Index (PAR INDEX) 2023 released by the Government's PAR Steering Committee on April 17, Hai Phong City ranked second among 63 provinces and cities, scoring 91.81% of points (an increase of 1.72% over the previous year). In 2022, the city’s PAR INDEX was 90.09 points, also ranked second (0.01 points less than the top-placed Quang Ninh province).

With this performance, Hai Phong is one of seven A-class provinces and cities and scores over 90% points for a 4th consecutive year. Notably, in its component indices, the “public finance reform” index led the country, getting 96.21.

Hai Phong City obtained 88.09% of points of the Satisfaction Index of Public Administrative Services (SIPAS) in 2023, ranking 5th out of 63 provinces and cities, gaining 4.21 more points and climbing up five places as compared to 2022. Among component indices, the Policy Building and Enforcement Satisfaction Index ranked 3rd, achieving 88.97%

To have these results, Hai Phong has stepped up administrative procedure reforms and carried out Project 06 on development of population data application, electronic identification and authentication for national digital transformation in the 2022 - 2025 period, with a vision to 2030 and for the National Digital Transformation Program. The city has also enhanced information and communication on the significance and performance of PAR Index to public employees, the masses and organizations to raise their awareness, responsibility and social consensus for administrative reform.

At the same time, Hai Phong has strengthened administrative discipline, regularly probed into public affairs, strictly treated, announced and publicized public employees and agencies that delay procedures or trouble people. At the same time, the city has appropriately praised and rewarded individuals and organizations for their work outperformance; continued to enhance the working quality at single-window divisions operated by agencies and localities.

In 2023, the Hai Phong City People’s Committee directed relevant agencies and localities to closely follow directions of the Government, ministries and central agencies to decisively carry out administrative reform tasks; highlighted the roles and responsibilities of all-level agency leaders; regularly urged, assessed, inspected and supervised administrative work; strictly applied regulations on work timeline to achieve desired quality and efficiency. The city adopted innovations and proposed initiatives to improve investment administrative procedures to reduce time and financial costs.

Hai Phong took the lead in rearranging the apparatus, fostering decentralization and empowering agencies and localities. Besides, the city also paid special attention to enhancing the quality of public employees, improving discipline, ethics and responsibility of public employees at work.

The most notable effort of Hai Phong City is embracing digital transformation to best meet the requirements of businesses and investors. The City Party Committee, the City People's Council and the City People's Committee showed their high political resolve to digital transformation in a bid to meet local socioeconomic development requirements with specific programs, plans, and actions.

The city adopted the e-Government Architecture and deployed the Local Government Service Platform (LGSP). As a result, 100% of documents exchanged among governmental agencies have conducted in the electronic environment; 100% of governmental agencies are connected and interconnected with administrative document management systems from provincial to district levels; and 100% of governmental agencies are connected and interconnected with executive document management systems from provincial to commune level. The city is also connected to the National Population Database, the Civil Status Information Management and Judicial Record Management System, the business registration database, and the national payment platform.
