While accelerating administrative reform, Hai Phong City also focuses on enabling strong changes in the public service culture, behavioral style and working practices of public employees. The city defines these as key solutions for building an enabling government and shaping an open business environment for stronger Provincial Competitiveness Index (PCI), and attracting investment capital for economic and social development as a whole.
Mr. Hoang Van Duc, Deputy Director of Hai Phong Department of Home Affairs, said: In 2022, Hai Phong ranked second in the Public Administration Reform Index (PAR Index) with 90.09 points (down one place and 1.71 points from 2021). The city is the only one in the country to be ranked Top 5 in 10 out of 11 years. In addition, the Satisfaction Index of Public Administrative Services (SIPAS) continued to rank first among centrally run cities (reaching 83.88% in 2022) and rank 10th out of 63 provinces and cities.
After four years of carrying out the Public Service Culture Project approved by the Prime Minister and Plan 200/KH-UBND dated August 7, 2019 of the Hai Phong City People's Committee on implementing the emulation movement “Public employees try to build the office culture”, many agencies, units and localities in the city have made positive transformational changes in discipline. Civil servants are increasingly dynamic and creative to promote the sense of responsibility of performing tasks, behaving in a civilized and friendly manner, and better serving people and enterprises.
Accordingly, public employees strictly respect communication standards, code of conduct, ethical standards and lifestyle. Their working spirit and attitude have been rectified and enhanced for the greater satisfaction of people and businesses. Leaders uphold better changes in manner.
In the course of implementation, many groups and individuals have become typical examples of innovation, with good practices and creative solutions. For example, single-window divisions provide dedicated professional service. Ngo Quyen District People's Committee is always gentle, attentive and helpful in communication and service. Health agencies launched an emulation movement called “Renovating the service manner and attitude of health workers, building green - clean - beautiful medical facilities, minimizing plastic waste, publicizing financial resources towards patient satisfaction.” The Department of Science and Technology applied the 5S tool (sorting, straightening, shining, standardizing and sustaining).
Reviewing the 3-year emulation movement “Public employees try to build the office culture” in 2019 - 2022, the Chairman of the Hai Phong City People's Committee awarded certificates of appreciation to 40 collectives and 16 individuals with excellent achievements. This motivated public employees to practice, endeavor, promote and enhance the values of public service culture towards building a modern, transparent professional administration.
Deputy Director Duc said: In the coming time, the Department of Home Affairs will continue to follow and carry out central directions, tasks and solutions according to the Overall Program for State Administrative Reform for the 2021 - 2030 period and match them with actual local situations and conditions. The department will link annual administrative reform results with the responsibility, leadership and administration capacity of agency leaders. In particular, the department will focus on improving service quality and mindset, and arousing the willpower of public employees at all levels.
The Department of Home Affairs will continue to build and perfect institutions, mechanisms, policies and laws; speed up reception and resolution of administrative procedures in the electronic environment; and enhance convenience and reduce costs for businesses and people. The department will ensure 100% of administrative records are settled in time and increase the rate of administrative records to be settled before the deadline. The agency will fully update the progress and results of resolving administrative procedures on the City Public Service Portal; enhance the rate of successfully settled online administrative procedures to at least 80% in 2023 and raise the rate of online payments; and seriously implement digital signing, sending and reception of documents in the electronic environment.
Furthermore, the department will boost communications on building public service ethics; and raise awareness of civil servants, people and businesses about State policy on public administration reform. Communications are varied in form and easy to understand to promptly inform results of public feedback settlement.
