For many years, the Quang Binh Health Sector has been constantly striving to develop an extensive health network, investing in modern facilities, equipment, and training quality human resources. In particular, the industry has prepared plans and scenarios to cope with the complicated developments of the COVID-19 pandemic, ready to ensure safety and meet the health care needs of the local people. Vietnam Business Forum reporter had an interview with Mr. Nguyen Duc Cuong, Director of Quang Binh Department of Health, about these efforts.
Could you tell us how ready Quang Binh’s infrastructure and health service development is to meet the needs of people and businesses?
Up to now, Quang Binh health system has developed rapidly, and is ready to meet the needs of protection and health care for people. The medical examination and treatment facilities are ready to have means and lines as prescribed; well organize the receiving, isolation and treatment of patients. The sector has also developed a plan to support lower levels in case of an epidemic or complicated development of the epidemic; at the same time consolidating mobile emergency teams, ready to assist local emergency workers and treat patients when requested. Quang Binh also upgraded the second level biosafety laboratory at the provincial Center for Disease Control, and implemented the Realtime - PCR system meeting the prescribed standards to test SARS-CoV-2. The industry has always strengthened communication on COVID-19 prevention measures; updating and disseminating the situation of epidemic developments globally as well as in Vietnam so that people can grasp information and coordinate in implementing effective epidemic prevention measures.
In the context of the complicated situation of COVID-19 pandemic in many countries, which directions and solutions has the Health Sector been advising and implementing to ensure safety for business and production facilities and investors coming to Quang Binh?
The Department of Health is continuing to direct health facilities to well conduct testing, medical examination and treatment, ensuring that 100% of citizens in isolated areas are tested for SARS-CoV-2 before returning to the community. The Department also regularly updates the National Steering Committee for COVID-19 Prevention and Control’s new plans and directives; basing on the specific situation of the province to build a response plan suitable to the epidemic situation of the province and its localities; well preparing a plan in case there is infected cases in the area.
So far, there has been no case of SARS-CoV-2 in Quang Binh province. This is a praiseworthy result, but the government and the Steering Committees for COVID-19 prevention and control at all levels from the province to grassroots have continued to direct the prevention and control of COVID-19 epidemic as directed by the Government and the Prime Minister, not subjective because there is still danger from outside. All levels and sectors continue to coordinate closely to well manage disease prevention and control, protecting health and life for people; well performing the dual duties: To both prevent and combat the COVID-19 epidemic while continuing to develop production and business and maintain social stability. Therefore, the sector has always been active in advising and implementing measures to prevent and control epidemics in the new and longer period, along with the implementation of the objectives of socio-economic development, ensuring national defense and security; removing difficulties for production and business activities, ensuring social security and safety.
However, for effective disease prevention, businesses and investors must also join hands with the health sector in the context of the epidemic, complying with recommendations and regulations of the industry.
To better serve the people, how has the Quang Binh Health Sector implemented simplification of administrative procedures?
Department of Health is handling 189 administrative procedures in the fields of Medical Examination, Preventive Medicine, Pharmaceuticals and Cosmetics, Food Safety, Medical Expertise and Medical Equipment. Currently, 100% of administrative procedures are publicly posted on provincial websites and portals. Every year, the whole industry receives and handles more than 26,000 records, without overdue documents.
The industry has also stepped up the processes of receiving applications and returning results of administrative procedures through public postal services, which have brought positive results, providing more choices for organizations and individuals, especially people in remote areas.
The control of administrative procedures at the Department of Health has brought positive results, showing openness, transparency and continuous improvement. The industry has also proactively deployed the application of information technology in management, operation and smooth use of medical examination and treatment software for health insurance; software for management of medical examination and treatment practice of the Ministry of Health; one-stop-source software on the provincial public service portal.
