The province of Ninh Thuan, renowned for its sunny and windy landscapes, has undergone a significant transformation. It now boasts modern urban spaces and idyllic rural areas that offer a high quality of life. The construction sector in Ninh Thuan has made substantial strides in its journey of growth and development. We interviewed Mr. Nguyen Nhu Nguyen, Deputy Director of Ninh Thuan Construction Department on the transformation in the province.

Could you please tell us about outstanding achievements of the construction sector of Ninh Thuan province?
With the timely and effective direction and support of the Provincial Party Committee and the Provincial People's Committee, with the effort of civil servants in the construction sector, from the department to district-level economic and infrastructure offices and urban management offices and affiliated units, during the 2021-2025 mid-term, the Department of Construction has overcome hardships to achieve its goals and tasks, such as planning, architecture, urban infrastructure investment, urban construction management, housing and office development investment, and building materials management.
At present, the construction sector has basically completed macro construction plans like the revised Phan Rang Thap Cham City master plan to 2040 and further to 2050, zoning plans under the master plan for Southern Coast Tourist Area Construction, and the revised zoning plan for Binh Son - Ninh Chu Beach Tourist Area. Besides, the sector achieved urban and industrial infrastructure development investment as planned; sped up five BT-modeled projects to restore and upgrade urban traffic systems in Phan Rang Thap Cham City under the continued urban infrastructure system development investment; effectively carried out housing support programs for the poor and policy beneficiaries; and effectively appraised projects, designs, economic and technical reports, construction designs and construction estimates.
How effectively has Ninh Thuan performed architecture and planning management?
When it was re-established (on December 26, 1991), Ninh Thuan had only one town (Phan Rang - Thap Cham) and three districts (Ninh Son, Ninh Phuoc and Ninh Hai) with nine wards and 43 communes. Ninh Thuan has made great development strides, with a more beautiful, prosperous and robust outlook. Currently, the province has one first-grade urban area (Phan Rang - Thap Cham City) and three fifth-grade urban areas, namely Tan Son (Ninh Son district), Phuoc Dan (Ninh Phuoc district) and Khanh Hai (Ninh Hai district). The province's urbanization rate is about 35.31%. Many newly formed urban areas have created synchronous technical and social infrastructure development to connect with existing areas, solve housing demands of local people as well as infrastructure investment initiated by private sectors.
The crystallization of labor fruits is impressive works like Ninh Thuan Square, Monument and Museum Complex and Binh Son Marine Park which are architectural and cultural works to serve and educate local traditions, used to host events of high political and social significance, celebrate major holidays and celebrations, and organize cultural and artistic events to entertain people. An Dong Bridge is the highlight of a coastal village in the urban center. Road 16-4 and Yen Ninh Road have become main arterial roads of the city. Hospitals and schools of national standards serve local people and beautify the urban landscape architecture. Wind farm - solar farm complexes are economic icons of the province. Specifically, Amanoi, SunBay Park, Ecopark, Binh Tien and Sailing Bay help enhance the beauty of Ninh Thuan coastal strip.
What solutions does the province have for efficient urban development in the new development context?
Planning is an important basis for managing investments and attracting investment capital for construction. To utilize and build the strength and efficiency of urban development planning and programs, Ninh Thuan province is currently carrying out a number of solutions and speeding up the planning, appraisal and approval progress of urgent plans such as Ninh Chu National Tourist Area Planning to facilitate administration and socioeconomic development of the province. Ninh Thuan strictly controls planning management and planning adjustments of projects approved by competent authorities; guides investors to adjust plans to ensure regulatory compliance; strengthens communications and dissemination of policies and laws on planning; steps up administrative procedure reforms; and updates planning information and adjusted planning in projects in districts and cities in a regular, public and transparent manner.
In the 2021-2025 period, Ninh Thuan also plans to develop functional areas and build urban development programs. Accordingly, the province will closely follow the implementation of economic zone, industrial zone and seaport development plans; tourism area development plans as well as development plans for two nuclear power plants. According to its urban development program for the 2021-2025 period, Ninh Thuan will have nine urban areas, including one second-grade urban area (Phan Rang-Thap Cham City), two fourth-grade urban areas (Tan Son and Phuoc Dan towns) and six fifth-grade urban areas (Khanh Hai, Loi Hai, Phuoc Dai, Phuoc Nam, Ca Na and Thanh Hai). Khanh Hai Town will be merged into Phan Rang Thap Cham City, defined as a dynamic urbanization driver of Phan Rang Thap Cham City. Thanh Hai urban area will be developed as the new district center of Ninh Hai district in the period after 2030 and to 2050.
