Thua Thien Hue Province Planning: Prioritizing Development of Three Key Economic Corridors

As per the Thua Thien Hue Provincial Planning for the period 2021-2030, with a vision to 2050, the province is slated to have three economic corridors. These include the North-South Economic Corridor, the East-West Economic Corridor, and the Sea View Urban Economic Corridor.

Recently, a conference was held in Hue city, with the attendance of Prime Minister Pham Minh Chinh. The event was organized to announce the Thua Thien Hue Provincial Planning for the period 2021-2030, with a vision to 2050, the Thua Thien Hue Urban General Planning up to 2045, with a vision to 2065, and the investment promotion in Thua Thien Hue province for the year 2024.

Advancing toward a centrally-run city and a unique heritage urban area

The provincial planning and general urban planning of Thua Thien Hue have been meticulously and scientifically prepared, built on the foundation of promoting distinct potential, exceptional opportunities, and competitive advantages, while also addressing the province’s shortcomings and limitations.

These plans have outlined viewpoints, visions, key development goals, and development breakthroughs. They have provided development plans, solutions, and resources to implement planning in the future, thereby opening up new directions, visions and development spaces for Thua Thien Hue within the broader context of provinces and cities across the country.

According to the plan, by 2025, Thua Thien Hue will evolve into a centrally run city. By 2030, it will emerge as a typical heritage urban area of Vietnam, becoming one of the largest and unique centers in Southeast Asia for culture, tourism and specialized medical care. It will also be one of the country’s major centers for science and technology, multi-disciplinary, multi-field, high-quality education and training. Furthermore, it will become a strong marine economic center of the country, with national defense and security firmly guaranteed. The material and spiritual life of the people will reach a high level.

In the vision for 2050, Thua Thien Hue is projected to be a centrally run city with a typical culture, heritage, and identity. It will possess smart, sea-facing, adaptive, and sustainable characteristics with a high level of economic development in the country. Hue will strive to become a festival city, a center of culture, tourism, education, science and technology, and specialized health care of the country and Asia, and a safe, friendly, and happy destination.

Regarding development orientations and priorities, the planning identifies three urban centers, three economic corridors, three growth drivers, and five development breakthroughs.

The three urban centers include: Central urban area (comprising Hue city, Huong Thuy district, Huong Tra town), Northwest urban area (including Phong Dien-Quang Dien-A Luoi town), and Southeast regional urban area (including Phu Vang, Phu Loc, Nam Dong districts).

The three economic corridors include: North-South Economic Corridor, East-West Economic Corridor, and Urban Economic Corridor toward the sea.

The three growth drivers include: Hue City, Chan May-Lang Co Economic Zone, and Phong Dien Industrial Park.

The five development breakthroughs are: Developing a heritage urban system combined with modern, smart urban areas; Completing strategic transport infrastructure, telecommunications infrastructure, developing marine economy, lagoons and deep-water seaport systems; Developing processing, manufacturing and energy industries; Promoting services-tourism, cultural industry, and preserving the heritage of the ancient capital of Hue.

Emphasizing the importance of three economic corridors

At the event, Prime Minister Pham Minh Chinh acknowledged the significant achievements that the Party Committee, government, army, and people of Thua Thien Hue province have accomplished recently.

The Prime Minister emphasized that this is a special event, with a “3 in 1” combined content including the announcement of the Provincial Plan, Thua Thien Hue Urban Master Plan, and investment promotion of the province. This demonstrates the development vision of Thua Thien Hue and has garnered special attention from businesses and investors.

The Prime Minister affirmed that planning plays a crucial role, creating significant opportunities and long-term impact, and serves as an important driving force in the development of the country and each locality. The Prime Minister highlighted 13 Vietnamese words for the planning of Thua Thien Hue province, which translate to “identity, smart, adaptable, green, clean, beautiful, safe and sustainable”.

Regarding development orientations and priorities, the Prime Minister requested a focus on three urban centers, three economic corridors, three growth drivers, and five stages of development breakthroughs.

In particular, Prime Minister Pham Minh Chinh requested Thua Thien Hue to pay attention and focus on implementing “one focus, two enhancements, three thrusts”. The Prime Minister explained that "‘One focus’ is to mobilize all legal resources and effectively use all legal resources to promote traditional growth drivers of investment, export, and consumption; breakthrough into new growth drivers such as green economy, digital economy, circular economy, sharing economy, knowledge economy, climate change response, and sustainable development. “Two enhancements” involve increasing investment and developing human factors, and strengthening local, regional, domestic, and international connectivity through connecting transportation systems, production systems, and supply chains. The “three thrusts” are to promote the development of a synchronous, comprehensive strategic infrastructure system in transportation, climate change response, digital infrastructure, health, and education; promote industrial development and application of science and technology, innovation in production and business, and promote creating jobs and stable and developed livelihoods for people.

Regarding key tasks and solutions, Prime Minister Pham Minh Chinh requested that compliance and synchronization in planning implementation must be ensured, consistent with national master planning, regional planning and sector planning. The province needs to focus on coordinating with ministries and branches to complete procedures for the Project to establish a centrally run city and report to the Government to submit to the National Assembly at the end of the 2024 session.

The province must always innovate their thinking and development vision, maximize internal resources, and promote historical and cultural traditions; promote public-private cooperation, using public investment to lead private investment; and promote investment in strategic infrastructure, especially transport infrastructure and urban infrastructure.

The province also needs to effectively promote the province’s three economic driving centers, and arrange resources to synchronously and effectively implement the development space. It also needs to develop the marine economy, tourism economy, and heritage economy in a green, digital and circular direction. The province will need to improve the efficiency of exploitation of Chan May - Lang Co Economic Zone, Phu Bai International Airport, Chan May Deep Sea Port, Lang Co - Bach Ma, Tam Giang - Cau Hai lagoon, and Hue Monuments Complex.

The province also needs to pay attention to investing in education and training, developing high-quality human resources; promoting reform of administrative procedures and improving the business investment environment.

In particular, for the people, businesses, and investors, Prime Minister Pham Minh Chinh requested that Thua Thien Hue province disseminate and thoroughly grasp more extensive planning in many different forms so that people can understand, and then support, follow, supervise and benefit from the planning.

Enterprises urged for close collaboration

Prime Minister Pham Minh Chinh called upon businesses and investors to advance their enterprise missions in the spirit of “tripartite collaboration”: mutual listening and understanding; sharing a vision for action; and working together to achieve, enjoy and develop collectively.

Prime Minister Pham Minh Chinh also urged the province to construct a long-term, sustainable business strategy, adhere to investment commitments and cooperation agreements, and align priorities according to provincial planning. He emphasized the importance of pioneering innovation, green and digital transformation, technology transfer, and smart, modern management. He stressed the need for training high-quality human resources, contributing consultation ideas for reforming administrative procedures, improving the business investment environment, and reducing compliance costs. He also underscored the necessity to comply with the law, implement a good business culture, uphold social responsibility, ensure workers’ lives, and maintain social security.

The Prime Minister’s message to the business community, investors and all ministries, branches, and leaders at all levels of Thua Thien Hue province is clear: If you make a statement, you must follow through; if you make a commitment, you must fulfill it; if you take action, you must achieve substantive, quantifiable results, thereby creating new momentum and motivation for development. At the conference, Thua Thien Hue province issued new licenses for 13 projects with a total registered capital of over VND3.5 trillion.
