The achievements in State administration of the Thua Thien Hue Economic and Industrial Zones Authority were impressive in 2023, featuring the successful implementation of comprehensive solutions to remove difficulties and obstacles for companies and enhance the business investment environment. This will continue to be an important foundation for boosting economic development in 2024.
The Chan May-Lang Co Economic Zone is poised for robust development in the near future
Positive investment and business results
In 2023, the Thua Thien Hue Economic and Industrial Zones Authority worked with many domestic and foreign investors, licensed 11 investment projects and allowed six existing projects to increase/decrease their investment capital fund, with a total investment capital of VND6,002 billion (including eight FDI projects with a total capital of US$137.8 million), reaching 100% of the full-year plan and accounting for 53.1% of the total investment capital in the province.
Currently, the locality has 175 valid investment projects with a total registered investment capital of VND115,765 billion, of which 110 projects are in operation (accounting for 62.8%), 50 projects are under construction (28.5%), and 15 projects are behind schedule or suspended (8.5%). Cumulatively, the disbursed investment value has reached VND38,941 billion (equal to 33.6% of the total registered investment capital). In 2023 alone, the realized investment fund was VND3,400 billion (equal to 85% of the full-year plan).
In addition to optimistic investment attraction, tenants in economic zones and industrial zones in the province steadily overcame difficulties and achieved impressive key results in 2023. Their total revenue reached VND35,000 billion as planned; their import and export value was US$1.49 billion, fulfilling 114.6% of the plan and accounting for 85% of the province’s total import and export value (of the sum, the export value was US$900 million and the import value was US$590 million). They paid VND3,900 billion to the State Budget and created jobs for 38,000 workers.
Chan May Port had positive performances. In 2023, the port served more than 550 ships (including 65 container ships), stevedored 3.3 million tons of bulk cargo and 7,370 TEUs of container cargo. It also received 12 cruise ships with 13,429 people (including 8,051 tourists and 5,378 crew members). On average, 4-5 container vessels visited the port each month.
Enhancing the working role and performance
In 2023, the Thua Thien Hue Economic and Industrial Zones Authority seriously and effectively consulted and administered its activities. Carrying out the decision of the Thua Thien Hue Provincial People’s Committee on the promulgation of regulations on monitoring, urging and inspecting the implementation of executive and directive documents of the Provincial People's Committee and the Chairman of the Provincial People's Committee, the authority has effectively coordinated with relevant agencies and localities to execute State management of key projects; effectively implemented resolutions of the Provincial Party Committee and the Provincial People's Council and decisions of the Provincial People's Committee on implementation of Resolution 54-NQ/TW dated December 10, 2019 of the Politburo; advised the Provincial People's Committee to implement and amend Resolution 18/2022/NQ-HDND dated September 7, 2022 and Resolution 25/2022/NQ-HDND dated December 8, 2022 of the Provincial People's Council on support for shipping lines to open container shipping routes and container freights transported by container vessels through Chan May Port.
The Thua Thien Hue Economic and Industrial Zones Authority effectively administers constructions. The authority issued construction permits to investors to start construction (Gilimex industrial park infrastructure construction project, the general service center of Phu Bai Industrial Park, vacation villa complex - Lang Co Green Tourist Area, Kim Long Motors Hue production and assembly complex - first phase).
State management of granting, adjusting, extending and reissuing construction permits is strictly managed in line with the law. Administrative procedures are carried out according to the single-window mechanism to ensure simplification and convenience for investors.
The Thua Thien Hue Economic and Industrial Zones Authority effectively exercised State management in 2023. The authority successfully implemented comprehensive solutions to remove difficulties and obstacles for businesses, improve the business investment environment, and enhance competitiveness. These will be an important foundation for Thua Thien Hue province to boost economic recovery and development in 2024.
Upholding its achievements, in the coming time, the authority will prepare and revise the master plan of Chan May - Lang Co Economic Zone and submit it to the Prime Minister for approval; urge and coordinate consulting units to quickly complete zoning plans and submit them to competent authorities for consideration and approval; research and propose mechanisms to allow large corporations and foreign investors with good reputation and financial potential to finance planning ideas, as well as mechanisms to seek funds for completing high-quality, groundbreaking and feasible plans.
The authority will further promote and develop the modern industry driven by science, technology, digital transformation; improve productivity, quality, efficiency and competitiveness of tenants in economic zones and industrial parks to create the foundation and driving force for the province's economic growth; promptly remove difficulties and obstacles and effectively support businesses to recover and develop production; speed up administrative reform, build a streamlined, effective and efficient apparatus; complete the planning and construction of economic and industrial zone infrastructure; provide available ground for new investment projects; actively prevent natural disasters, storms and floods, respond to climate change and protect the environment in economic zones and industrial zones; improve the effectiveness of foreign affairs, comprehensively reform investment promotion and attraction methods; ensure security, social order and safety, and stabilize life and employment for workers in tenants in the area.
