Thai Nguyen Union of Cooperatives Affirming Important Role in Collective Economic Development

In the 25 years since re-establishing the province, 20 years of implementing Resolution 13 of the Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy and nearly 10 years of implementing the Law on Cooperatives, Thai Nguyen province has boasted strong development in the collective economy. It has adopted many new models and good practices that have significantly contributed to the National Target Program on sustainable poverty reduction and new rural development.

Currently, the province has nearly 4,500 cooperative groups with more than 73,000 members; and 643 cooperatives with over 42,500 members and employees. The whole province has 4 cooperative unions with 26 member cooperatives; the total charter capital of VND33 billion. Production and business activities of cooperative groups, cooperatives and cooperative unions in the province are developing and achieving high efficiency.

In 2021, despite the effects of the COVID-19 pandemic, the province's economic sector still maintained stable jobs for its members and employees. The revenue of the cooperatives reached over VND3,100 billion; the average annual revenue growth rate of the cooperatives reached 10-15%. The average income of members/employees in cooperatives was 3-4.5 million VND/person/month in the agricultural sector, and 4-5 million VND/person/month in the non-agricultural sector.

According to Mr. Nguyen Van Dung, Chairman of the Union of Cooperatives of Thai Nguyen province, to maintain the core role in collective economic development, over the years, the Provincial Union of Cooperatives has always promptly and effectively deployed the key initiatives, guidelines and policies of the Party and State on the development of the market economy and cooperatives; advised the Provincial Party Committee, People's Council, Provincial People's Committee in formulating, planning strategies, implementing projects on economic development in each stage and effectively supporting and consulting members. Thereby, the Provincial Cooperative Union has promoted the development of cooperatives and unions of cooperatives, contributing to political stability, social security and local socio-economic development.

In the coming time, the Provincial Union of Cooperatives will continue to coordinate with organizations to develop the market economy with various forms suitable to local conditions. In particular, the Provincial Union of Cooperatives has implemented the Project "Developing collective economy of Thai Nguyen province in the period of 2021-2025" advised by the Provincial Union of Cooperatives to the Provincial People's Committee to submit to the Provincial People's Council for approval in Resolution 15/NQ-HDND dated March 23, 2021. The project aims to concretize the contents of the Prime Minister's Decision 1804/QD-TTg dated November 13, 2020 on approving the program to support collective economic development and cooperatives in the 2021-2025 period.

The focus is supporting policies of the State and the province such as: consolidation of collective economy; trade promotion, market expansion; supporting investment in infrastructure, factories, and product processing equipment; credit support; and support to bring young cadres back to work. Especially, newly established cooperatives with size from 7 to 20 members are supported VND10 million/cooperative; cooperatives with 21 to 50 members are supported VND20 million/cooperative; Cooperatives with 51 members or more are supported VND30 million/cooperative; Union of cooperatives are supported VND50 million/cooperative. The scheme will not only create motivation for cooperatives to develop, contribute to improving the overall quality of economic growth in the province, but also bring benefits that directly affect the lives of cooperative members.

In addition, in order to timely support cooperative groups and cooperatives to deal with difficulties caused by the pandemic, the Provincial Union of Cooperatives will focus on guiding member units that need loans to build projects, production and business plans to disburse funds from the Cooperative Development Support Fund, loans from the National Employment Fund; and implementing trade promotion towards exporting to the world. Along with that are solutions to apply science and technology application and digital transformation in a professional direction, and continue to train, improve and foster the team of leaders and cooperative officers.

In the 2020-2025 term, the Union of Cooperatives of Thai Nguyen province sets the goal to develop more than 300 more cooperative groups, more than 210 cooperatives and 3 Cooperative Unions; 100% of districts, cities and towns have a new model of the advanced and sustainable cooperative; the average income of members and workers in cooperative groups and cooperatives by 2025 will increase from 1.5 to 2 times compared to 2020. By 2025, over 95% of cooperatives will have managers with intermediate or higher qualifications, of which at least 30% of cooperatives will have managers with university degrees or higher.
