With the desire to enrich and contribute to the development of the provincial economy, many businesses in Thai Binh province have strived to rise up and succeed with famous brands. In that success, it is impossible not to mention the role of Thai Binh Business Association (TBBA), an important bridge between enterprises and businesses, State management agencies and markets. Vietnam Business Forum had an interview with Mr. Do Van Ve, Chairman of TBBA.
What do you think about the operating performance of enterprises in the province today? Facing complicated market fluctuations, especially the impact of the COVID-19 epidemic, how should Thai Binh enterprises take initiative?
At the beginning of 2020, Thai Binh province has over 7,200 enterprises, nearly 900 branches and representative offices operating with a registered capital of VND 75 trillion. In recent times, many businesses in the province have made efforts to rise up and succeed with famous brands. But in general, the enterprises are mainly small and medium-sized (98%), have outdated technology equipment, low labor productivity, high product prices, and lack of competitiveness in large markets. The level of legal knowledge of many businesses is limited, the brand is not strong enough to integrate. The linkage between businesses is not high.
In early 2020, along with businesses across the country, Thai Binh businesses faced many difficulties due to the impact of the COVID-19 pandemic. Some markets were closed, causing scarce input materials, unsold manufactured goods, and leaving some enterprises with inventories of over VND 1,000 billion, while support policies were slow and not reaching businesses yet. To cope with the above situation, TBBA has regularly exchanged and gathered information from its members and businesses, timely shaped and categorized the difficulties to request the authorities at all levels to support and resolve. With the advice of TBBA, many businesses have responded well, found new directions in production and business, and created trust for the business community.
In the current period, in order to promote the role of "gathering", "bridging" between businesses and businesses, businesses and authorities, "protecting interests" of members, TBBA is focusing on what tasks and solutions?
TBBA has 12 member associations with many member businesses in 8 districts and cities. TBBA has supported sharing and consulting for Thai Binh business community to improve corporate governance, branding of products, linking, and using each other's products and services to create strong combining power. At the same time, the association regularly invites leading experts to share with businesses about the world economy, the country's economic development strategy, legal policies as well as models of corporate governance. TBBA has played a good role in sharing experience for businesses and helping businesses connect with customers. The association also organizes many trade promotions inside and outside the province. This activity is highly appreciated by entrepreneurs and the business community.
From 2020, Thai Binh province will deploy the DDCI index. As the agency assigned to deploy, what do you think about this survey?
Thai Binh province always encourages businesses to give their opinions on mechanisms and policies for economic development, and on creating favorable conditions for businesses to constantly innovate and develop. From 2020, TBBA will take on the new responsibility as a consulting agency to build the Department and District Competitiveness Index (DDCI). This is a tool to assess the advantages and limitations of departments, industries, districts and cities in implementing, building and improving the business investment environment for enterprises and raising the Provincial Competitiveness Index (PCI) of the province. DDCI has 8 component indicators including: Transparency and access to information; dynamism; cost of time; informal charges; fair competition; business support; legal institutions; leadership role. Although some component indicators have the same name as PCI, DDCI has evaluation criteria that are built in accordance with the province and add the "leadership role" index.
During the implementation process, TBBA expects departments, industries and People's Committees of districts and cities to understand the purpose and meaning of DDCI implementation, coordinate with the association to provide survey and evaluation information; Survey units and individuals must conduct them responsibly, fairly and objectively in order to get accurate and real results. Besides, TBBA also suggests that the communication work for enterprises on DDCI should be done regularly and continuously so that the enterprises have high responsibility when participating in the survey. TBBA will be determined and make the best effort to complete the assigned task.
