The Tay Ninh People's Committee and the Binh Duong People's Committee recently signed a cooperation program for socioeconomic development in 2023 - 2025. Covering a wide range of cooperation fields, from transportation, investment, natural resources and environment to administrative reform, digital transformation, security and order and tourism. The strategic "handshake" between Tay Ninh and Binh Duong is expected to create a new driving force for the growth of the two provinces in particular, the Southeast region and the whole country in general, and to help improve people's quality of life.
Specifically, in transportation, Tay Ninh and Binh Duong agreed to speed up the progress of transport projects that interconnect the region; deploy related contents in approved national sectoral master plans such as road network planning and inland waterway infrastructure planning. The two localities consented to plan two roads and bridges connecting Provincial Road 789 (Tay Ninh) with Provincial Road 744 (Binh Duong) in the Provincial Planning for the 2021 - 2030 period, with a vision to 2050; and to study investment in one connectivity project expected to be kicked off in 2024 - 2025. They also agreed with each other to propose and recommend relevant agencies for speeding up national inland water restoration, embellishment and upgrade projects along the Saigon River; and planning and publicizing inland waterway canals on Dau Tieng Reservoir. They will invite businesses to research, survey and operate passenger transport routes from Tay Ninh to Binh Duong and vice versa.
In investment, the two sides will jointly promote and facilitate Becamex IDC Corporation to research and deploy an urban - industrial - service investment project in Tay Ninh province; support and share planning information, especially about industrial and urban area planning; share information about investment incentive and support mechanisms and policies for industrial zone development, urban infrastructure; and support investment promotion.
At the same time, Tay Ninh and Binh Duong will cooperate in carrying out planning; managing natural resources, sand and minerals; and ensuring environmental protection of Dau Tieng Reservoir and Dau Tieng reservoir basin. They will also protect and develop watershed forests for Dau Tieng Reservoir; coordinate in multi-purpose development of Dau Tieng reservoir irrigation works to serve their socioeconomic development, disaster prevention and control.
In public administration reform and digital transformation, the two sides will cooperate, provide, share and exchange information and experiences in digital transformation, administrative reform, investment climate improvement and competitiveness enhancement. Tay Ninh and Binh Duong will effectively cooperate in developing tourism products, advertising and promoting tourism, developing human resources and calling for tourism investment. Together, they will support information and experience exchanges to ensure security and order and fight against crime.
Nguyen Thanh Tam, Secretary of Tay Ninh Provincial Party Committee, said that the Tay Ninh - Binh Duong socioeconomic development cooperation program aims to translate contents and orientations of cooperation for mutual development between the two provinces into specific tasks, solutions and tasks. On that basis, authorities and companies in the two localities will implement these cooperation contents in the spirit of responsibility, activeness, creativity, innovation and cooperation and development with the motto "new thinking - new vision - new opportunities - new values". They will then jointly create motivation and confidence for the business community and investors and build up their relationship in all fields.
Mr. Nguyen Van Loi, Secretary of Binh Duong Provincial Party Committee, said, the signing of cooperation agreement between Binh Duong and Tay Ninh aims to effectively implement Resolution 24 of the Politburo, demonstrates the determination of Binh Duong province and of Becamex IDC to build regional connectivity, taking industrial, urban and service development as the foundation for provinces to develop together in the coming time. The two provinces need to materialize this handshake for strategic cooperation into phase-specific action programs and plans and study to integrate it into Binh Duong province’s plans, programs and projects with Tay Ninh province. “I believe that the signing ceremony of cooperation will mark an important milestone for Binh Duong - Tay Ninh provinces to come together to synergize and support socioeconomic development towards the ultimate goal of making the two provinces more civilized, prosperous and beautiful and bringing a better and happier life to their people," he emphasized.
