Synchronously Deploying Foreign Policies, Promoting International Integration

Meticulously aligning with and adeptly applying the Party's foreign policy, Tuyen Quang province has achieved commendable outcomes in foreign affairs, intricately linked with local socio-economic development objectives. This concerted effort has elevated Tuyen Quang's standing and image in the realm of development and international integration.

Diplomatic milestones

Political diplomacy, cooperation and international integration have undergone substantial enhancements. Tuyen Quang has proactively engaged in the global reopening after the COVID-19 pandemic, steering foreign affairs to promote collaboration. Province leaders have embarked on nearly 10 business trips, participating in approximately 35 meetings and working sessions with foreign partners. The province has orchestrated and attended over 10 discussions with foreign businesses at investment promotion events, forums and conferences in key nations such as Japan, South Korea, Laos and selected European countries. These endeavors have yielded tangible results, attracting foreign business partners and fostering collaboration within the province. It has established and implemented nine international agreements at the provincial level and more than 40 international cooperation documents of provincial agencies in various fields.

Recognizing "economic diplomacy as a foundational and pivotal task," Tuyen Quang has recently hosted six seminars and meetings with businesses from Japan, South Korea, Germany and France, concentrating on energy, technology, science, innovation, agriculture, health and other fields. The province has actively connected with foreign associations and businesses, signed cooperation agreements, and participated in events to garner resources from subregional cooperation mechanisms (Lancang-Mekong Cooperation and Mekong-Ganga Cooperation). The province has established economic and trade relations with partners from nearly 20 countries and territories. The province has attracted 20 foreign direct investment (FDI) projects with a total registered investment capital of VND7,400 billion, creating employment for 12,500 workers. Tuyen Quang province has also implemented eight official development assistance (ODA) programs and projects, and more than 50 non-refundable aid packages that are not part of ODA.

Cultural diplomacy has ascended with successful events, including receiving the Certificate of Registration for "the Then practices of the Tay, Nung, and Thai peoples in Vietnam" as the Intangible Cultural Heritage of Humanity. Additionally, international hot air balloon festivals and annual Thanh Tuyen Festivals during the Mid-Autumn Festival showcase Tuyen Quang's cultural richness, creating a unique identity on the global stage. People-to-people diplomacy, external information, consular affairs, and the protection of citizens and overseas Vietnamese continue to be prioritized.

Concerted endeavors for local development and international integration

The success of foreign affairs in the first half of the current administration term, in line with the 17th Tuyen Quang Provincial Party Congress resolution, reflects the collective effort of the entire political system, with particular acknowledgment of the pivotal role, dedication and determination of the Tuyen Quang Department of Foreign Affairs.

The Tuyen Quang Department of Foreign Affairs has actively advised the Provincial Party Committee and the Provincial People’s Committee to implement various programs, plans and documents to operationalize Party and State policies, guidelines and laws on foreign relations. The department has also continuously improved the quality and capacity of its staff and coordinated with all levels and sectors to effectively carry out local foreign affairs. To further promote the traditional and modern values of Vietnam’s diplomatic identity in its active and positive international integration, the department will focus on the following key tasks and solutions:

First, thoroughly grasp and implement the foreign policy and international integration policies and guidelines stated at the 13th National Party Congress, Resolution 34-NQ/TW dated January 9, 2023 of the Politburo on major orientations and policies on implementation of the foreign policy of the 13th National Party Congress. Carry out foreign affairs creatively and effectively and expand cooperative relations with foreign partners, especially important and potential partners in line with the province’s development orientation.

Second, actively respond to the “building economic diplomacy for development, placing people, localities and businesses at the center of service” movement and effectively implement the three breakthrough stages and five key tasks proposed by the 17th Tuyen Quang Provincial Party Congress.

Third, further enhance foreign affairs in the following aspects: cultural diplomacy, foreign information, overseas Vietnamese people, consular work and citizen protection; and further promote the role of local foreign affairs in local cooperation and development. With its active, positive and creative approach to international integration, the Department of Foreign Affairs along with relevant agencies of the province will continue to advise on the effective implementation of foreign affairs to improve the local foreign affairs and create a new investment and business space for stronger development and enhance Tuyen Quang’s position and role in the integration process.
