Overcoming numerous challenges, the information and communications sector of Quang Tri province has achieved outstanding outcomes, making important contributions to local socioeconomic development. Mr. Nguyen Van Tuong, Director of Quang Tri Department of Information and Communications, grants an interview on the sector’s recent achievements and development direction amid the Fourth Industrial Revolution or Industry 4.0.
Could you please introduce some outstanding results achieved by the sector recently?
The information and communication infrastructure of Quang Tri province has been developed continuously in the past years. Quang Tri has stepped up information technology application in governmental agencies and e-government construction. It has integrated and connected information systems and databases across the province, created an environment for information sharing on a wide-area network among governmental agencies built on Vietnam's e-Government architectural framework for all tiers of government, and gradually modernized administration to meet leadership requirements of the government and the Party, as well as public demands for information and communication services.
Management of press, publication, external information and grassroots information has been increasingly strengthened. Quality of press, radio, television and publication has been constantly improved, ensuring people access to information, even in remote, border and island areas, and helping local socioeconomic development, national defense and security.
Besides, the information and communications sector has carried out e-government sub-projects in Quang Tri province; built document exchange systems; established video conferencing systems; connected the Local Government Service Platform (LGSP) with the Vietnam Data Exchange Platform (VDXP) and the National Government Service Platform (NGSP). The sector also launched the Project “Building an smart city model in Quang Tri province in 2018 - 2023, with a vision to 2030” and the Project “Building an intelligent operation center (IOC) in the province.”
To date, all documents (except for confidential documents) of provincial and local agencies are made electronic (issued together with hard-copy documents), exchanged through shared document management systems. All agencies and localities use digital administrative signatures.
Faced with the opportunities and challenges of Industry 4.0, what will the Department of Information and Communications focus on to perform its administrative roles in all fields well?
In the coming time, the information and communications sector will concentrate on implementing the following main goals and tasks:
Regarding the postal sector, traditional postal services will be shifted to digital services. Postal delivery becomes an important infrastructure of the digital economy and e-commerce; helps promote the digital economy and the digital society. Digital platforms will be encouraged for application to postal service development; the Digital Address Code Platform integrated with the Digital Map (Vpostcode) will be effectively utilized and applied to improve the efficiency of transportation and freight forwarding in e-commerce and logistics. All communes have staff for postal services. Fostering the delivery of public services through the public postal network and public postal services will help improve the business environment and national competitiveness.
The telecommunications infrastructure will be transformed into digital infrastructure, an important infrastructure of digital government, digital economy, and digital society, to serve the national digital transformation process. The fiber optic broadband network infrastructure covers over 80% of households and 100% of communes, wards and villages with mobile or internet coverage; 4G and 5G mobile services will cover 100% of households and over 60% of households will have at least one smart device. High-speed internet and secure digital infrastructure will be developed to meet connectivity and big data processing needs.
On information technology application, national digital transformation will be accelerated on all three pillars of digital government, digital economy and digital society according to Resolution 02-NQ/TU on digital transformation in Quang Tri province in 2020-2025 and to 2030. The project is aimed to develop digital platforms to provide services on demand, apply new technologies for new services to people; improve Digital Transformation Index (DTI) and the Public Administration Reform Index (PAR); develop policies on open data; provide online public services of Category 3 and 4 where all practical public services to the people will be delivered. Digital technology will be applied to make processes and procedures transparent.
With respect to journalism and communications, journalism and communications will honestly illustrate the main flows of society, spread positive energy, and create public and social trust.
