To stabilize the labor market, which is gradually becoming vibrant again, Nghe An province has adopted consistent solutions like reviewing recruitment demand, hosting job bazaars and strengthening worker training to match the demand from the business community. This has helped ensure social security and boost socioeconomic development.
The COVID-19 pandemic caused severe impacts on the labor market in the country, including Nghe An province. Since April 2021, Nghe An has received over 99,945 people from pandemic areas, including over 75,858 people of working age, accounting for 75.95% of returnees.
To create jobs and ensure livelihoods for workers, the province has coordinated to review and connect labor supply and demand. To support and facilitate workers to return to work, Nghe An has opened more mobile and online career days to villages, residences and worker gathering places. In addition, it has adopted solutions to boost connection, information, consulting, and recruitment through direct and indirect forms via websites, Zalo application and fanpages to provide workers with more access to information and career opportunities. The province also encourages private enterprises to register and operate in training and employment services.
For workers returning from pandemic areas who need to find work in their hometown, the province supports loans for self-employment and business startup. Therefore, it is possible to create more jobs for local workers in the future.
Moreover, defining vocational training as one of the main works to create jobs and improve personnel quality, over the years, the technical vocational education and training (TVET) network of Nghe An province has been rapidly developed. Currently, the province is home to 67 TVET facilities, including nine colleges, 14 intermediate schools, 22 TVET centers and 22 facilities licensed to provide TVET. Among these, three colleges are certified for high quality and 16 schools are selected to train key occupations.
TVET quality and effect are making progress. The training structure of occupations has been planned to match economic restructuring and labor market requirements. Training forms are also flexibly diverse, including formal training, mobile training and training at work.
Nghe An will strive to create 210,000 new jobs by 2025, or for an average of 42,000 jobs a year. The rate of trained workers will reach 71.5%. The average labor productivity growth is 15% annually. The province will provide loans for more than 1,000 people seeking to work abroad and for 5,000 people to create and increase jobs in the locality. |
Mr. Doan Hong Vu, Director of the Department of Labor, Invalids and Social Affairs of Nghe An province, said that in 2021, the province created 40,294 jobs (equal to 104.66% of the plan). More than 18,000 returned workers got employed and the rest became self-employed or worked for local farms, cooperatives and business households. The rate of trained workers rose to 66.4% (an increase of 1.4%). 80.5% of graduated students found jobs (up 2.3% over 2020). Besides, the government – school – enterprises cooperation is close and effective. Many businesses did not fall short of workers when they resumed normal operations.
In the coming time, the department will focus on flexible solutions to create jobs and increase incomes for employees. In addition, the agency will further improve the quality of vocational education, and focus on high-quality training of human resources, aligned with labor restructuring and employment needs.
“By achieving their career and employment goals in the new context, workers can rest assured on their livelihoods and contribute to homeland construction, thus fostering socioeconomic development,” he affirmed.
