Ninh Thuan province has witnessed significant advancements in its scientific and technological endeavors. The focus on scientific and technological subjects, research, innovations, and their practical applications has intensified, leading to transformative contributions toward the achievement of local socioeconomic development objectives.

As a specialized advisor and assistant on scientific and technological management under the Ninh Thuan Provincial People’s Committee, the Department of Science and Technology advises the Provincial People's Committee and the Ministry of Science and Technology on many research and application projects to support the province's socioeconomic development and promptly solve urgent business and life matters.
Notably, in agriculture, developing high-tech agriculture and applying science, technology and innovation is considered one of key, central solutions. The Department of Science and Technology has carried out many research topics and projects to select and produce new potential varieties with higher productivity and quality as well as pest- and disease-resistant properties, actively promoted scientific and technological applications and transfers in agriculture, with special attention paid to developing key agricultural products that are distinctive, strong and suitable to local conditions. The department has effectively streamlined the cultivation and mass production of the NH01-152 grape variety. It has also conducted experimental cultivation of seedless grape varieties NH04-61 and NH04-128, adhering to VietGAP standards. Efforts have been made to rejuvenate indigenous crops in Bac Ai district and breed disease-resistant aloe vera using Invitro technology. Additionally, crossbreeding of Brahman and Red Angus cattle, and commercial cultivation of marbled eel species have been successfully carried out.
In intellectual property (IP), the department has coordinated with the Vietnam Intellectual Property Institute (Vipri) to open the industrial property information mining and service usage platform (IPPlatform Station) for industrial property information search. The department has carried out two tasks to strengthen state administration of intellectual property, especially consultations on trademark protection and development: Building a Ninh Thuan intellectual property management database; and designing dashboard interfaces for intellectual property management and training administrators and operators. In 2023, the agency guided the search for industrial property information at the IP Platform Station and instructed industrial property registration application forms for 21 companies and business households in the province. As a result, eight application forms filed by companies and business households were certified by the National Office of Intellectual Property of Vietnam (NOIP), with four of them granted protection certificates by NOIP and one having the owner changed.
In particular, in 2021-2023, the Department of Science and Technology carried out 11 provincial science and technology projects to power information technology and digital transformation and materialize specialized databases, GIS software, WebGIS, digital maps and other products. Currently, the department is implementing a project on management and commercialization of “Ninh Thuan Goat” industrial property along the value chain and a project on management and commercialization of “Ninh Thuan” geographical indications for lamb products along the value chain. Products of these projects will establish and operate management models based on IoT and AI technology to develop “Ninh Thuan” geographical indications, a collective brand for locally specific products.
In addition, to accelerate digital transformation, technological innovation, know-how application in production and replacement of outdated technologies in businesses, the department has provided support for organizations, individuals and companies in the province. In 2023, the department funded VND1.765 billion for 33 companies, organizations and individuals engaged in scientific and technological activities, startup ecosystems and innovations, sourced from science and technology funds (not including counterpart fund from recipients). At the same time, the department supported VND124.79 million for four small and medium-sized enterprises in the province, including VND61.76 million from the State budget and VND63 million from the counterpart fund of recipients.
With these results, in the coming time, the science and technology sector will continue to foster digital transformation and scientific and technological application in the province’s key fields and support organizations, individuals and enterprises in the province as per Resolution 11/2020/NQ-HDND and Decree 80/2021/ND-CP to accelerate digital transformation in the province and for the country as a whole.
