Solutions to Drive Green Industry Development

Recognizing the pivotal role of the green industry in achieving sustainable development, authorities across all tiers and relevant agencies in Bac Ninh province have steadfastly implemented solutions to foster the growth of the green industry, yielding significant initial accomplishments.

Bac Ninh province has proactively identified businesses for investment in locally advantageous sectors, encouraging the initiation of new, high-quality investment projects characterized by elevated added value and contemporary eco-friendly technology aimed at mitigating greenhouse gas emissions. The province has incentivized local enterprises to prioritize investments in state-of-the-art, high-performance, energy-efficient, and environmentally conscious equipment and technology. Key agencies such as the Department of Industry and Trade and the Department of Science and Technology have diligently worked to engage industrial companies in the cleaner production action program, providing technical support and funding derived from industrial promotion sources. In late October, the Provincial People's Committee inaugurated Techfest Bac Ninh 2023, featuring a range of events and activities aimed at propelling science, technology, startups, and innovation within the province.

Moreover, Bac Ninh has consistently advanced the development of renewable energy, novel materials, alternative fuels, and resources to replace conventional counterparts. The province has championed energy conservation in industrial manufacturing, while concurrently fostering the "greening" of electricity production and distribution sources. Strategic utilization of expansive industrial zone facilities has been employed to promote rooftop solar power, invigorating production processes. Simultaneously, efforts have been dedicated to assisting businesses in crafting a green business image, ensuring alignment with rigorous environmental standards for products destined for European and U.S. markets.

In addition to these measures, the province has implemented rigorous environmental pollution control measures, particularly within industrial parks, craft villages, and rural areas. Consequently, companies' adherence to environmental regulations has markedly improved, particularly within craft villages. The majority of tenants in industrial parks and craft villages now furnish comprehensive legal documentation pertaining to environmental protection, with a specific emphasis on wastewater, exhaust gas, and solid waste treatment. Notably, exporters have heightened awareness of the pivotal role of green production, actively aligning with and surpassing environmental standards stipulated by import markets.

In adherence to the action plan outlined for the implementation of the Bac Ninh Green Growth Strategy until 2030, with a visionary outlook to 2050, released by the Provincial People's Committee in October, the province is steadfast in recognizing green growth as a pivotal avenue for investment mobilization, economic restructuring, growth recalibration, heightened competitiveness, and alignment with international trends in green investment and trade. Embracing the principles of green and sustainable industrial development, the province delineates specific objectives encompassing investment attraction, technology infusion into production processes, reduction of greenhouse gas emissions, environmental quality enhancement, interlinking green production with lifestyles, promotion of sustainable consumption, augmentation of life quality through green infrastructure development, and the establishment of environmentally conscious industrial parks, urban areas, and new countryside regions. Firmly committed to elevating living standards, the province creates employment opportunities in green industries, agriculture, and services, ensuring equitable access to opportunities, information, and essential social services during the transition towards green initiatives. The values of Bac Ninh-Kinh Bac identity are meticulously integrated with green production, services, consumption, and lifestyle, positioning the province as a vanguard in the transition to a green paradigm.

To realize these multifaceted goals, the province has significantly amplified investments in the establishment of green industrial parks, spearheading the charge toward sustainable development, while concurrently fostering the influx of green Foreign Direct Investments (FDIs). Rigorous project selection criteria prioritize industrial ventures employing cutting-edge technology that is environmentally benign, thereby elevating industrial standards to a global benchmark. This approach ensures enduring, sustainable growth objectives for companies within industrial parks, significantly contributing to the socioeconomic development of the province and the nation, especially in the context of newly enforced free trade agreements (FTAs).

In the strategic framework of its "green" industrial development, Bac Ninh prioritizes sectors for investment attraction, emphasizing manufacturing and processing, automation, electronic equipment and software, microchip and semiconductor production, artificial intelligence, high-quality urban services, logistics services, trade, and renewable energy. The province actively encourages businesses to embrace technological upgrades, adopt advanced administrative and operational processes, and prudently manage energy consumption across production, transmission, and consumption phases.

Moving forward, Bac Ninh remains committed to constructing and diversifying mechanisms and policies that incentivize businesses to invest in high technology, clean technology, energy-efficient and resource-efficient solutions, low-carbon technologies, and environmentally friendly practices. The focus will extend to continual improvement of the green business environment, bolstering competitiveness through administrative reforms, business condition enhancements, and cost reduction initiatives. Simultaneously, efforts will be directed toward facilitating businesses' access to capital for green growth. Robust dissemination of policies and regulations on environmental protection and the development of the "green industry" will be prioritized to ensure widespread awareness and compliance within sectors and localities.
