“Shortcut” to Industry 4.0

In addition to changing the mindset of public employees, Dak Lak province actively issued action programs to follow the Fourth Industrial Revolution or Industry 4.0. The province defined approaches to each industry and field and strengthened its leadership of science - technology and information technology breakthroughs in order to make the most of Industry 4.0 advantages to create a synchronous transition for the whole political system.

Science and technology lead the way

After Resolution 52-NQ/TW dated September 27, 2019 of the Politburo on active participation in Industry 4.0 was issued, the Dak Lak Provincial Party Committee issued Action Plan 175-KH/TU dated June 8, 2020 on strengthening approach capacity to Industry 4.0 in Dak Lak province. The Provincial People's Committee issued Decision 1675/QD-UBND dated July 28, 2020 on implementation of Industry 4.0 in the province in order to identify key contents and synchronously carry out solutions in agencies, sectors and localities.

The Industry 4.0 implementation plan of the Provincial People's Committee states five main tasks (Communication, information technology and infrastructure as the focus of development; fostering the startup ecosystem and science and technology market; and vocational training for improved qualifications of human resources; and digital transformation). The Department of Science and Technology is tasked to work with relevant bodies to make the most of Industry 4.0 achievements and actively concretize the plan with specific actions.

Mr. Dinh Khac Tuan, Director of the Department of Science and Technology, said that to do this, the department is advising on improving mechanisms and policies on science and technology market; proposing key science and technology tasks, with priority placed on information technology, artificial intelligence, virtual reality/augmented reality (VR/AR), internet of things (IoT) and blockchain technology to approach advanced and modern technology trends; and connecting provincial and national science and technology programs and tasks to strengthen the province's accessibility.

In the current context, the department proposed a lot of priority tasks and solutions to make a shortcut to Industry 4.0, for example, the project on Dak Lak science and technology market and business development to 2030; the support project on intellectual property development and biotechnology development in Dak Lak province; the support project on innovation startup ecosystem; the support project on productivity and quality for enterprises under the project on productivity and product quality improvement; the survey on current status, technological capacity and technological innovation needs in enterprises and the innovation roadmap for technological research, application and development for sectors, localities and businesses,” he emphasized.

IT is a breakthrough sector

The action program for Industry 4.0 issued by the Provincial People's Committee states five key tasks where information technology is defined as a breakthrough field. In the near future, the province will choose fundamental steps, including e-Government, intelligent operation center, smart tourism and smart city.

An advantage for the province to identify the IT breakthrough platform is that the Provincial People's Committee has built, operated and applied the integrated electronic single-window public administrative service system - iGate - from provincial to district levels to receive and process administrative records and procedures and publicize the online status of settlement since 2016. Currently, iGate provides 1,667 online public services. In addition, the province is also calling on local telecom businesses to actively support and strongly promote the digital transformation roadmap across the province. The province is developing a support mechanism and a roadmap for technology transformation for local enterprises.

Dak Lak province targets to have 5G coverage throughout the province by 2030, enabling all people to access low-cost broadband internet. The province will catch up with the pace of e-government to digital government transformation and become a software production center. It will develop digital connection infrastructure and ensure network safety and security, provide conditions for people and businesses to easily and equally access Industry 4.0 development opportunities where digital technology is the foundation.

Director Nguyen Hoang Giang emphasized that, in 2020, the Provincial People's Committee devised a plan to implement the e-Government Architecture Framework, Version 2.0, updated with five component architectures, including professional processes, data, application, technology and information security. To date, the information technology infrastructure has basically met the standards for building e-government. Therefore, in the roadmap for e-government construction, the province planned to provide skills training for four important components: e-agencies, e-civil servants, e-citizens and e-enterprises.

In order to create a new position and force to keep up with Industry 4.0, in addition to local resources, each agency and locality must spend properly on this task, said Vice Chairman of the Provincial People's Committee Nguyen Tuan Ha. The province is aiming to create breakthroughs in mechanisms, policies and institutional reforms to guide Industry 4.0 implementation in each field. In the near future, Dak Lak will select industries and fields that have advantages to join Industry 4.0, possibly develop thematic resolution on Industry 4.0, build typical models, train human resources, and issue policies to attract information technology businesses to the province. Doing these things well will help the province seize opportunities and great advantages generated by Industry 4.0 and provide a new strong driving force for local socioeconomic development in the coming time.
