Scientific and technological activities in Binh Dinh province have developed in the right direction, adhered to practical requirements and gradually affirmed their driving role in socioeconomic development. Vietnam Business Forum’s reporter has an exclusive interview with Dr. Le Cong Nhuong, Director of Binh Dinh Department of Science and Technology, on this content.

Could you please introduce the most outstanding scientific and technological achievements in Binh Dinh province in recent years?
Carrying out Action Program 10-CTr/TU dated May 14, 2021 on implementation of the resolution of the 20th Provincial Party Congress and the resolution of the 13th National Party Congress on “Binh Dinh scientific and technological development in 2020 - 2025”, the science and technology sector of Binh Dinh province has made substantial progress. The perception of Party committees and authorities at all levels about scientific and technological roles has changed positively. Scientific and technological research and application have helped improve productivity and product quality of plants and animals. The contribution of total factor productivity (TFP) to the province's GRDP growth was 33.18% in 2021 and 41.95% in 2022. Labor productivity growth was 8.87% in 2021 and 10.58% in 2022. Binh Dinh province has synchronously carried out scientific and technological research fields, including natural, technical, technological, agricultural, medical, social and humanistic. In 2021, research topics included technical and technological fields (two topics), agricultural (four), medical (four) and social (two). In 2022, the topics included technical and technological (nine), agricultural (seven), medical (five), social (two) and humanistic (one).
Binh Dinh Department of Science and Technology has supported 18 typical products of districts, towns and cities to register for protection of industrial property rights in the form of collective marks and geographic certification since 2021. At the same time, the department has carried out the National Intellectual Property Development Program to “build and develop geographical indications for yellow apricot products of Binh Dinh province”. The department supported 10 companies to build e-commerce websites and 10 companies to apply digital solutions to trace origin of products. The agency built four key models at enterprises to deploy and apply the traceability system; established four new scientific and technological companies; supported registering overseas industrial property protection for four products and intellectual property protection for three innovative products and scientific researches; established one scientific and technological market intermediary organization; and effectively implemented the project "Supporting the Binh Dinh innovation startup ecosystem in 2019 - 2025".
The province is completing and submitting to the central government for pilot implementation of the “Quy Hoa Science City Development to 2025, with a vision to 2035” Project to build Quy Nhon into a leading science city in Vietnam, which, in the future, will be a place for exchanges and meetings of international scientists. The province is promoting scientific research, combining training with scientific research and technological development with production, business and service; and attracting domestic and foreign resources to generate a driving force for scientific development.
How has the science and technology sector of Binh Dinh province practically contributed to production and life?
With their ongoing efforts, the science and technology sector has achieved outstanding outcomes and significantly contributed to the attainment of socioeconomic development goals of the province.
Based on programs and documents on scientific and technological activities approved by relevant authorities, the department has focused on developing solutions to accomplish given goals and tasks. It has advised the Provincial Party Committee and the Provincial People's Committee to issue documents on strengthening State administration of science and technology in the province; directed and operated its affiliated professional units to closely follow their assigned tasks and realize them in a timely manner.
Scientific and technological tasks are carried out with focus, applied to life and production. Typical research topics include “Research on process completion and formation of a rapid propagation system of cassava varieties free of leaf mosaic disease by the method of bud multiplication in Binh Dinh province”; “Sustainable development of the pork value chain to ensure food safety in Binh Dinh province”; “Study on conversion of some ineffective sugarcane cultivation models to some more productive crops linked with the value chain in Binh Dinh province” and “Research on post-harvest preservation technology of Binh Dinh indigenous fruits”. Scientific and technological research is also scaled up in the medical field to help more effective examination and treatment for patients in the province.
It is clear that scientific and technological activities have developed in the right direction, actively contributed to local socioeconomic development, and achieved many results in various fields. These activities are aimed at the corporate and the private sector, especially in agriculture, medicine and pharmacy, product quality and competitiveness of key manufacturers. The State administration of science and technology has actively helped support companies to innovate product technology, improve product quality, enhance product competitiveness, and protect their legitimate rights and interests.
What solutions and activities did the Binh Dinh Department of Science and Technology adopt to "bring science and technology closer to enterprises"?
The Department of Science and Technology has been working closely with relevant sectors and localities, accompanying and placing businesses at the center of service, encouraging their cooperation with institutes and universities to quickly bring research results into production and business activities. The department has diversified investment capital sources, and encouraged businesses and economic sectors to actively invest in scientific and technological activities. In addition, the agency has focused on implementing the Business Development Support and Technological Innovation Program in Binh Dinh province in 2021 - 2025 (according to Decision 523/QD-UBND dated February 21, 2022). It has continued to execute action plans for the National Business Support Program for productivity and product quality improvement in the province in 2021 - 2025 and for the Measurement Reform and Improvement Project, supporting Vietnamese companies to improve their competitiveness and international integration in the period to 2025 and with a vision to 2030.
With its achieved results, what is the approach of Binh Dinh science and technology sector in the next period?
In the coming time, the science and technology sector of Binh Dinh province will focus on building and implementing the science and technology development programs to adapt to the Fourth Industrial Revolution and match the province's conditions and development requirements. Particularly, the province will focus on promoting the transfer, application, research, development and control of modern technologies in various industries and fields; comprehensively develop the startup ecosystem, encourage and foster entrepreneurships and innovations. The province will increase the TPF ratio to 38-42%. Binh Dinh will develop an appropriate mechanism to match scientific and technological research and application with corporate needs and economic requirements; boost the role of the International Center for Interdisciplinary Science and Education (ICISE) in advancing research and application, and strengthen the connection of scientific and technological information. It will deepen international cooperation and integration in science and technology; continue to build Binh Dinh into a destination for domestic and foreign scientists. It will develop the information technology sector, form and sustainably develop the province's innovative startup ecosystem.
The province will continue to develop the scientific and technological market, support the commercialization of innovative products, scientific research and technological development results; improve the work performance of quality measurement standards and intellectual property, science and technology information and statistics, and product traceability. It will continue to invest in constructing and completing Quy Hoa Science City; launch construction plans for satellite zones for research, development and application of advanced technology, startups and innovations to develop Quy Hoa Science City, including the Center for Artificial Intelligence and Supporting Urban in Tran Quang Dieu and Bui Thi Xuan wards, Quy Nhon City; and Phuong Mai Peninsula. Binh Dinh province will facilitate projects in Quy Hoa Science City and AI projects in Long Van New Urban Area to come into operation and work effectively to assist the rapid growth of the province's scientific and technological potential, especially in artificial intelligence (AI) technology and big data according to Resolution 52-NQ/TW dated September 27, 2019 of the Politburo on guidelines and policies for active participation in the Fourth Industrial Revolution.
