Despite lying in the northern midland and mountainous region where natural conditions are still difficult, with the attention and direction of the provincial government, Bac Giang province has made significant progress in science, technology and innovation. Scientific and technological tasks are becoming increasingly substantive and highly applicable to promote socioeconomic development.
Focusing on depth and substance
Mr. Nguyen Thanh Binh, Director of the Department of Science and Technology, Bac Giang province, said: In the development and integration process, Bac Giang defines science, technology and innovation as a breakthrough stage to improve the productivity, quality, and competitiveness of goods. This is also considered a top driving force for the province to achieve rapid and sustainable development.
Following directions of the central government and the province, all sectors have effectively promoted science, technology and innovation. Bac Giang issued many mechanisms, policies and solutions to encourage local companies (especially SMEs) to research, manufacture, receive, transfer and apply new technology and equipment into production to gradually enhance productivity and product quality.
Industrial production has developed dramatically, powered by high-tech products such as Apple Watch products, drones, electronic devices, computers and accessories, optical products and solar batteries. These key products account for a large share of industrial production, have strong competitiveness in the international market and drive the province's industrial development towards high-tech.
In agricultural production, Bac Giang has established 766 high-tech application models and formed some large-scale centralized production areas applied with high technology to create value chains such as Yen The hill chicken and Tan Yen pig. Bac Giang is forming a 50,000-ha national key fruit growing area as directed by the Prime Minister, with Luc Ngan district playing a key role. Key products, certified GAP standards, include lychee, orange, grapefruit, guava and apple.
From 2015, the province proposed the Ministry of Science and Technology to support 23 enterprises to carry out 11 national scientific and technological projects and 12 provincial projects with a total cost of nearly VND140 billion. As a result, many high-tech models have been introduced. Crop farming, animal farming, forestry and pharmaceutical production projects have taken over advanced technologies, restructured production, and enhanced commerciality of locally advantageous products.
From 2018 to date, 15 companies have received financial support to invest in quality management, environmental management, and food safety systems and applied 5S tools with a total value of more than VND310 million. Hence, they have helped raise productivity and product quality to meet market requirements and sharpen business competitiveness.
For a fast-growing, sustainable Bac Giang
Bac Giang is the first in the country to have its Provincial Planning for the 2021 - 2030 period, with a vision to 2050, approved by the Prime Minister. According to the plan, “Rapid and sustainable development is a crosscutting requirement, mainly powered by science, technology and innovation. Science, technology, knowledge economy and comprehensive digital transformation become key factors to improve growth quality.”
With right policies and drastic, creative and effective methods, science, technology and innovation will continue to prove their role, position and contribution in fostering business development as well as socioeconomic development, aiming for a “comprehensively and solidly developing Bac Giang.” |
Based on the goal of “Developing sustainable Bac Giang province in the coming time into one of leaders in economic development scale and technological development level in the country by 2025”, the science and technology sector will continue to develop scientific and technological products and focus on key distinctive products. The sector will give priority to accessing and taking over core technologies and further encourage businesses to invest in technology development in Bac Giang.
The sector will promote advertising, branding, packaging and labelling and expand consumption markets for local products; develop support policies to establish industrial property and brand development for local products and services in 2020 - 2025. By 2023, up to 90% of local key products will be certified industrial property rights.
The sector will enhance the service performance of e-government and digital government to people; broadly apply information technology and Industry 4.0 achievements; build digital database and digitize all data for online use as required.
Moreover, the sector will focus on promoting international cooperation in high technology, facilitating and supporting science and technology organizations and businesses to form international cooperation in high-tech research, application and development, especially with countries, territories, and foreign organizations with advanced levels of science and technology.
Accompanying businesses, the Department of Science and Technology will step up administrative reform; enhance information technology application in management, administration and settlement of administrative procedures; increase the partial or full delivery of online public services and public postal services.
In 2022 and 2023, the department received a total of 1,230 administrative procedure documents, of which 1,005 documents were made online, fully and partially, reaching 82%. None of 1,221 resolved documents was behind schedule. All records were handled at single-window divisions. All administrative procedures regarding request for financial obligations were settled online, of which 80.7% were completed on the Public Service Portal.
