Raising HR Quality to Meet Business Needs

With proper care and investment for vocational training and job introduction for workers, the quality of human resources in Tra Vinh province has been increasingly improved and the labor structure has gradually shifted in a desired pattern to better meet socioeconomic development requirements.

Various forms of training

Defining that vocational training is one of main contents to create jobs to improve the quality of human resources, especially in rural areas, Tra Vinh province has focused on developing a technical and vocational education and training (TVET) network in the province in recent years.

Currently, the province has 16 TVET facilities, including two colleges (Vocational Training College and Medical College); six district-level vocational education and continuing education centers; and eight other TVET schools. Tra Vinh Vocational College is included in the list of public schools that train key occupations for maritime economic development. It is striving to become a high-quality school by 2025.

Currently, employees at local TVET facilities have been trained and fostered to professional standards to meet their work requirements. Every year, TVET institutes train about 19,000 workers. The rate of trained workers has reached 68.70%, with 35.84% certified. 88.38% of trainees are employed after their graduation. 44.2% of trainees study agriculture and 55.79% follow non-agriculture areas.

In 2016-2020, Tra Vinh province trained more than 76,000 people, including more than 4,000 trained by colleges, more than 2,400 people by intermediate schools and more than 70,000 by other TVET schools.

In addition, Tra Vinh province is home to about 20 training enterprises. Up to now, the Department of Labor, Invalids and Social Affairs has supported four companies to officially provide primary vocational training for workers. Besides, workers are also trained directly by their employers in business facilities.

By stepping up educational socialization investment, the province has two private TVET schools, namely the Southern Vocational Education Center and the 3T Tra Vinh Vocational Education Center.

Job generation for workers

In addition to vocational training, job creation for workers is also a special concern of Tra Vinh province. According to statistics, the province has more than 50,674 workers negatively affected by the COVID-19 pandemic, (35,094 became unemployed, accounting for 69.3%; and 15,580 are underemployed, accounting for 30.7%).

Spontaneous immigrant workers to Tra Vinh province total 25,186 people. Among them, 10,412 people are looking for jobs in the province; 10,670 people are seeking career opportunities in other localities; and 2,396 people want to find jobs at their place of residence.

To create stably paid jobs to ensure social security, in addition to solving unemployment regimes and policies, the Department of Labor, Invalids and Social Affairs has actively directed the Employment Service Center of Tra Vinh Province to organize mobile job sessions; develop a force of grassroots job introduction collaborators in residential areas; and provide timely and accurate labor market information. The province encourages private enterprises to register and operate in training and employment services.

For workers who need to find work at home, the department cooperates with the Vietnam Bank for Social Policies (VBSP) - Tra Vinh Branch to develop a loan scheme for job creation, job maintenance and expansion support in Tra Vinh province in 2022 and in 2021 - 2025. The scheme will create 12,000 jobs, prioritized to returned workers affected by the COVID-19 pandemic.

In particular, to meet the needs for high-quality human resources, the Provincial People's Committee issued a project on streamlining and vocational training for students after they graduate from universal education; accelerated labor restructuring aimed for economic sectors with high added value; and boosted training cooperation with internal and external universities.

In 2021-2025, Tra Vinh province will aim to train 95,000 workers, or about 19,000 a year. At least 90% of trainees have better paid jobs after training and 70% of workers will be given professional training by 2025.

Mr. Nguyen Van Ut, Director of the Department of Labor, Invalids and Social Affairs of Tra Vinh province, said, in the coming time, the sector will integrate training programs in line with the province's socioeconomic development plan; and plan the TVET network and the structure of occupations and training levels in line with the master plan on human resource development to meet sector-specific needs.

The department will also conduct annual labor supply and demand surveys; regularly inspect and asses the outcome of policies and projects on vocational training and job creation, and focus on vocational training support for local enterprises. Vocational training is associated with job creation and life stabilization in order to raise incomes and sustain poverty reduction.

“Given timely and appropriate support policies, vocational training and job creation in the province will continue to achieve positive results in the coming period, and thus not only provide high-quality and sustainable human resources to meet socioeconomic development requirements but also help raise the labor training index, enhance the Provincial Competitiveness Index (PCI) and boost investment attraction,” he noted.
