Promotes Digital Transformation

In recent years, Kien Giang province has focused on synchronously implementing tasks and solutions to promote comprehensive digital transformation and achieved many positive results, contributing to improving the quality of service for people and businesses, creating a driving force for socio-economic development.

Having determined that digital transformation is a vital trend, opening up opportunities to grow strongly, the Kien Giang Provincial Party Committee issued Resolution 22-NQ/TU dated June 8, 2022 of the Standing Committee of the Provincial Party Committee Kien Giang’s digital transformation to 2025 and orientation to 2030. The Provincial People's Committee issued Plan 186/KH-UBND dated December 24, 2020 on Kien Giang’s digital transformation for the period 2021-2025 and Decision 2174/QD-UBND dated December 26 August 2022 of the Provincial People's Committee on digital transformation of Kien Giang province for the period 2022 - 2025 and vision to 2030. The province has determined to promote applying and pioneering digital technologies and digital data in all socio-economic fields; fundamentally and comprehensively innovate the management and administration activities of the government, the way of living, working, production and business of people and businesses on the basis of inheriting and promoting Kien Giang’s cultural and human potential. The Provincial People's Committee also strives for Kien Giang province to be in the group of 10 provinces and cities with the best digital transformation index in the country.

Mr. Vo Minh Trung, Director of the Department of Information and Communications of Kien Giang province, said that up to now, the digital infrastructure system had been increasingly invested and developed synchronously. The province currently has 2,389 sites using 3G and 4G frequencies and is piloting a 5G technology mobile network in a number of locations in Rach Gia City and Phu Quoc City. 100% of provincial departments and branches, People's Committees of districts, cities and communes, wards and towns have deployed and upgraded internal networks, security equipment and internet connection, specialized data transmission network, serving professional work.

In parallel with infrastructure investment, many shared information technology application systems are put into synchronous implementation and promoted effectively such as video conferencing system from province to commune; electronic office system; reporting information system, online meeting platform via terminal; paperless meetings; official email system; Government's specialized digital signature; handling documents on the internet environment; standardizing the information system to handle administrative procedures to ensure connectivity between 100% of departments, branches, district-level People's Committees and commune-level People's Committees; applying digital technology to personalize the interface, improve public service user experience, and receive opinions from people and businesses when building and using online public services.

In particular, the Kien Giang Provincial Data Center is operated to ensure safety and efficiency 24/7. The infrastructure is maintained and reviewed for information security according to regulations from province to commune level. The Center also provides technical support for operational software of departments, branches and localities. The local government service platform (LGSP) operates stably and smoothly to meet the requirements of connecting, sharing and exploiting data from intra-provincial information systems to systems and data of ministries, branches and national databases. The Center also has document platform services, services connecting the judicial record system, services connecting the National Public Service Portal; social insurance information.

In the coming time, the Department of Information and Communications will continue to make more efforts in leading the digital transformation process, timely implement the guiding documents of the Central Government on digital transformation, and focus on synchronously deploying digital infrastructure, platforms and human resources. The Department will also implement solutions to improve the ranking and assessment of digital transformation index in Kien Giang province, focus on developing industry data, data of units and localities, and sharing data to improve efficiency in providing online public services.

At the same time, the province will also increase the rate of online administrative procedures and online payments, and strengthen training and coaching to improve the quality of human resources serving digital transformation in each industry, each field, and each locality to meet the requirements of the province's digital transformation. Kien Giang will strengthen propaganda about the benefits of digital transformation so that agencies, people and businesses clearly understand the benefits and effectiveness of digital transformation, actively participate and enjoy the benefits that the digital transformation process brings, and promote guidance and support for people to use online public services, utilities and digital services safely and effectively.
