In response to the Prime Minister’s Decision 749/QD-TTg on national digital transformation program to 2025, with a vision to 2030, Hung Yen province has been striving to launch comprehensive digital transformation. Its three pillars for digital transformation are: developing digital government with smart cities; developing digital economy with digital businesses; and developing digital society.
Mr. Do Dinh Quang, Deputy Director of Hung Yen Department of Information and Communications, said, Resolution of the 9th Meeting of the 19th Provincial Party Executive Committee on digital transformation in Hung Yen in 2021 - 2025, with a vision to 2030, also affirms that digital transformation is an important foundation and a driving force for building a smart society and modern economy, promoting economic restructuring with new growth models, improving energy efficiency, labor productivity and provincial competitiveness. The administrative and social management system is operated digitally, effectively and efficiently. By 2030, Hung Yen province will be among Top 20 provinces and cities in digital transformation.
Specifically, by 2025, all online public services of Category 3 and Category 4 will be provided on various means of access, including mobile devices; all administrative activities of governmental agencies, provincial to commune levels, use digitally signed electronic documents; 90% of work records at provincial level, 80% at district and commune levels are processed on the network environment. Besides, Hung Yen City and My Hao Town will meet basic criteria on smart cities. The province will strive to make the digital economy account for 20% of the GRDP; the share of the digital economy in each industry or field to reach at least 10%; and the share of people with electronic payment accounts to over 50%.
Over the past years, Hung Yen has actively applied information technology to administration to lay a foundation for building e-government towards digital government for people and businesses. Up to now, the document management and operation software has been centrally deployed to connect four levels of government, from central to grassroots commune, on the Vietnam Data Exchange Platform (VDXP). The province's email system ensures provision of electronic mailboxes for public employees from provincial to commune levels. The provincial web portal has been updated with quite complete and timely information. The Public Service Portal and the electronic single-window information system provide 1,896 administrative procedures, including 573 at Category 3 and 949 at Category 4.
As for upcoming tasks, according to Deputy Director Do Dinh Quang, the information and communications sector will continue to advise on implementation of the following solutions:
First, digital transformation is an inevitable trend, especially in the double-challenge context of COVID-19 pandemic prevention and active, safe, flexible and effective adaptation to the pandemic for socioeconomic recovery and development. Digital transformation with three main pillars - digital government, digital economy and digital society, affects all agencies, units and localities, therefore, people and businesses must be the center, the subject and the goal, the driving force of digital transformation. At the same time, people and businesses must also participate in digital transformation in the most effective way.
Second, adhering to ratified targets of Resolution 06-NQ/TU of the Provincial Party Committee and having innovative thinking, strategic vision, solutions and appropriate ways to start focused phased-out digital transformation.
Third, further raising awareness of the importance of digital transformation at all levels and sectors, especially leaders; improving personnel quality for digital transformation; strengthening communication to all people and businesses to create a high consensus.
Fourth, boosting investment in building telecommunications and information technology infrastructure, achieving the goal of a fiber optic cable for all households and smartphone for all residents; fostering non cash payments; bringing agricultural products to commodity exchanges, enabling agricultural and rural development.
Fifth, pay attention to building incentive mechanisms to attract investment in industry and information technology; encouraging digital transformation enterprises; and piloting new technology solutions for people and businesses anytime, anywhere.
