Leveraging strengths and resources for development
Phan Rang Thap Cham city has been capitalizing on its internal strengths and resources, with a progressive focus on infrastructure development. This includes the completion of lighting networks, drainage systems, green parks and roads; the construction of residential areas and new urban zones; the development of a road system connected with main roads and upgrading branch roads to serve the livelihoods of the people; and the construction and upgrading of educational facilities and social welfare projects. To date, the city outlook has dramatically changed and become more spacious and modern. Particularly, in 2023, the total economic production value reached VND20,708 billion, up 9.6% year on year. The economic structure has shifted towards a desired pattern, with trade and service accounting for 62.3%, industry and construction accounting for 31.3%, and agriculture and fishery accounting for 6.4%. The city’s budget revenue was VND386,855 billion and social investment totaled VND4,515.2 billion. The income per capita was VND112.02 million a year.
In addition, infrastructure development investment to improve the quality of local educational and medical services has been focused and produced many positive effects. Moreover, the city determines that, to achieve socioeconomic development goals and targets in 2024, investing in urban economic infrastructure development is extremely important, especially public investment capital disbursement. Accordingly, every month, Phan Rang Thap Cham city holds meetings with investors to learn about project implementation and public investment capital disbursement; regularly monitors, directs, inspects and supervises the execution progress and fund disbursement of each project; promptly removes difficulties and obstacles, especially slow-moving projects and projects with site clearance and land compensation issues.
Furthermore, Phan Rang Thap Cham city will develop the urban economy, with a focus on developing urban, trade, service and tourism sectors as planned; unlock comparative advantages as a coastal city, speed up comprehensive tourism development and connect with tourist destinations throughout Ninh Thuan province and the Southern Central region; smoothen the development of specific tourism products and forms; revise Phan Rang Thap Cham City Construction Master Plan to 2040, with a vision to 2050; build and approve the Phan Rang Thap Cham city urban development program for the 2021-2025 period, with a vision to 2030; effectively implement the resolution on urban economic development, aimed to make Phan Rang Thap Cham city a smart city; and effectively operate the Phan Rang Thap Cham City Intelligent Operation Center (IOC).
“On every step, the city concentrates on speeding up administrative reform and digital transformation, enhancing capital management efficiency, and minimizing loss and waste of capital in development investment. Phan Rang Thap Cham city strives to have a total social investment capital of VND11,000-16,000 billion in 2024-2025,” Phu said.
Innovative policies for rapid and sustainable development
Besides the achieved results, Phan Rang Thap Cham city still has certain limitations and problems, he said. However, with the working motto of “Solidarity - Discipline - Aggression - Flexibility - Creativity - Efficiency” and the spirit of “Awareness must be mature, thoughts must be clear, determination must be high, efforts must be great, methods must be correct, actions must be drastic, rewards must be timely, and handling must be strict”, together with Ninh Thuan province, Phan Rang Thap Cham City will continue to direct and thoroughly grasp main viewpoints, goals, tasks and solutions on economic development. Based on its coordination with relevant agencies, Phan Rang Thap Cham City proposed policies to support and improve the investment and business environment. It has firmly directed administrative reform, applied information technology, promoted digital transformation and built digital government and digital society.
“With the innovative spirit and the desire for continued growth, we believe that the local business community will unite and cooperate with each other to overcome all difficulties and boost dynamism and creativity. At the same time, there will be more focus on strengthening scientific and technological application, effectively advance digital transformation in businesses, actively expand markets, build corporate culture, and improve governance capacity to reap new successes, helping build greener, smarter and more modern Phan Rang Thap Cham City and make it one of key cities that connect the region,” he said.
