Optimizing Resource and Environment Management

The natural resources and environment sector is responsible for many sensitive and complex fields relating to people and businesses such as land, environment, water resources and minerals. Therefore, to perform its functions and tasks, the Department of Natural Resources and Environment of Bac Lieu province actively advises the Provincial Party Committee and the Provincial People’s Committee to issue many administrative documents close to practical situations, thus solving difficulties and improving the quality and effect of Party and State leadership at all levels.

Firmly deploying tasks

The natural resources and environment sector firmly carries out socioeconomic development tasks like legal work, administrative procedure reform, sectoral planning, land-use planning, site clearance and land auctioning; and inspects and checks to improve the effect of State natural resources and environment management, discipline and compliance of public employees. In addition, land recovery, land allocation, land lease, land repurposing and land ownership certification promptly meet requirements of construction investment projects in the province, especially key transport, urbanization, socioeconomic development and defense projects.

Environmental protection is always a special concern of the sector. The sector regularly checks law compliance and monitors pollution at companies, factories and manufacturing facilities. Environmental impact assessment (EIA) reports are made seriously and lawfully.

Water and resource management and production in the province are closely cared for and directed. The Department of Natural Resources and Environment advises the Provincial People's Committee to propose many solutions like preventing and limiting pollution of surface water and underground water; delineating and announcing restricted areas for underground water production; applies management measures to minimize and limit underground water exploitation.

In the coming time, the Department of Natural Resources and Environment will continue to consolidate and improve the quality of professional staff; focus on communicating and disseminating legal policies on natural resources and environment to the grassroots; strengthen economical, reasonable, effective and sustainable management and use of natural resources; and accelerate administrative procedure reform.

Supporting businesses and investors

The provincial government always views difficulties of businesses as its own difficulties. Regarding the land field, the first and most important thing when businesses want to invest is to have clean premises, consistent with sectoral planning and land-use planning. The Department of Natural Resources and Environment has facilitated businesses and investors to handle administrative procedures.

Recently, the department appraised and submitted to the Provincial People's Committee for approval the Land Use Planning to 2030 and the Annual District Land Use Plan (from 2021 to 2023) of all seven district-level administrative units. This was an important basis for carrying out investment projects. The department focused on public land funds managed by the State and transformed ineffective agricultural land for nonagricultural investment projects in five economic development pillars.

Regarding land allocation and land lease, the department always actively guides and supports businesses in carrying out land procedures to invest in wind power, gas power, seafood processing and urbanization projects.

The department actively asks the Ministry of Natural Resources and Environment about problems of businesses arising from inadequate and overlapping land laws. In 2022 alone, the department sent eight documents to the ministry about more than 12 land-related problems faced by enterprises like Bac Lieu high-tech agricultural zone for shrimp development, land use planning and land price determination.

At the same time, the department invested in building a cadastral record system and land management database to manage, use and update database and connect and share with organizations for e-government and smart cities.

Regarding the environment, the Department of Natural Resources and Environment advised the Provincial People's Committee to review the province's legal documents to adjust or promulgate new ones in accordance with the current law on environmental protection to help businesses overcome difficulties in dealing with environmental investment projects.
