In 2023, amidst the economic challenges influenced by the broader macroeconomic conditions, Ninh Thuan Tax Department successfully accomplished its assigned tasks. Concurrently, Ninh Thuan has progressively excelled in implementing administrative reforms and propagating supportive tax policies for taxpayers, thereby spearheading all facets of tax management. To learn about these accomplishments, our reporter interviewed Mr. Dang Dung, Deputy Director of the Ninh Thuan Tax Department.

How would you assess the progress of state budget revenue targets of the province from the start of the year to the present?
In the first quarter of 2024, the total state budget revenue (domestic revenue) in the province amounted to VND1,308.2 billion. This represents 36.1% of the Ministry of Finance’s estimate and 33.3% of the Provincial People’s Committee’s assigned estimate, marking an increase of 9% over the same period in 2023.
This positive outcome can be attributed to the close guidance of the Party Committee and local authorities, the effective collaboration of relevant departments and branches, and the concentrated efforts of leaders and tax officials in leadership, advocacy, and support work, declaration reviews, inspections, testing, and tax debt recovery. Additionally, at the start of the year, there were several unusually arising revenues, primarily centered on tax collection in the renewable energy sector, revenue from the sale of state-owned real estate, and the equitization of local businesses.
With the budget revenue achieved in the first quarter as mentioned above, we anticipate successfully completing the 2024 state budget revenue estimate assigned by the Ministry of Finance, People’s Council, and Provincial People’s Committee.
In addition to the advantages, what challenges and obstacles might you face in 2024, and what strategies will you employ to successfully fulfil the assigned tasks?
The global economic landscape is projected to continue evolving in a complex and unpredictable manner. Despite a decrease in inflation, it remains at a high level. Escalating prices for raw materials and fuel have had an impact on the domestic economy in general and Ninh Thuan province in particular. Furthermore, the real estate market remains subdued, and the province’s businesses, which are predominantly small and micro, exhibit limited resilience. Alongside the ongoing implementation of the National Assembly’s policies on tax exemptions, reductions, and extensions to assist businesses and individuals in overcoming hardships, these constitute the challenges that we confront in executing its budget collection task in 2024.
In response to the aforementioned situation, to proactively surmount difficulties and successfully accomplish the assigned 2024 budget collection task, we have proposed numerous proactive measures. The primary focus includes: persisting in the implementation of Directive 01/CT-UBND on fortifying state budget revenue management measures in the province; Consistently adhering to the direction and administration of the Ministry of Finance, the General Department of Taxation, the Provincial Party Committee, and the People’s Committee to proactively and effectively implement solutions to bolster budget revenue management from the outset of the year; Enhancing and diversifying forms of advocacy and support, enabling taxpayers to easily access and promptly comprehend new tax policies; Intensifying supervision of the process of receiving and handling administrative procedures when taxpayers interact with tax authorities; Persisting in the implementation of Resolutions and Decisions of the National Assembly and the Government to support businesses and individuals in advancing their production and business activities.
Ninh Thuan Provincial Tax Department holds a ceremony to kick off state budget collection efforts for the year 2024
In the course of implementing electronic invoicing, have entities and businesses in the province achieved notable results?
The tax sector has rolled out electronic invoices nationwide. As of now, the Ninh Thuan Tax Department has fulfilled the target set by the General Department of Taxation, with 100% of businesses and organizations in the province adopting electronic invoices. However, during the implementation process, entities and businesses in the province have encountered certain challenges. To address these bottlenecks, we have concentrated on promoting awareness about policies and benefits of e-commerce in accordance with Decree 123/2020/ND-CP and Circular 78/2021/TT-BTC to all businesses, household businesses, business individuals, administrative and non-business organizations in the area. We have also monitored and expedited the implementation of electronic contracts. The assigned units continue to prioritize the achievement and completion of targets, considering this as one of the criteria for emulation and commendation during the year. We have also rigorously implemented the regime of periodic and irregular reporting to the General Department of Taxation, the Provincial Steering Committee, and the Standing Group on the progress of implementing weekly electronic invoices and issues and suggestions during the implementation process for prompt rectification.
In addition, we have deployed IT solutions to strictly manage electronic invoices, while also enhancing the responsibility of leadership in receiving and resolving administrative procedures according to the criteria of professionalism, fairness, objectivity, integrity, partnership, and support for businesses.
What contributions have you made in supporting businesses and taxpayers?
In our ongoing efforts to assist individuals and businesses in overcoming challenges, we have directed and organized the prompt and efficient processing of applications for tax payment extensions, exemptions, and reductions. We have also widely propagated and disseminated the National Assembly and Government’s policies on tax exemptions, reductions, and extensions to businesses and individuals in various forms, ensuring comprehensive access and understanding of the content, order, and procedures for correct and timely implementation.
Through these practical policies, we have thus far reduced land rent and water surface rent by 30% for those affected by the COVID-19 pandemic in accordance with Decision 25/2023/QD-TTg, amounting to a reduction of over VND11 billion. We have also implemented a 2% reduction in the value-added tax rate according to the deduction method and a 20% reduction in the percentage rate when issuing invoices for business establishments, households, and individuals in accordance with Decree 44/2023/ND-CP and Decree 94/2023/ND-CP, benefiting 2,595 cases with over VND163 billion.
In all operational aspects, we consistently uphold the principle of prioritizing people and businesses. We proactively advise the People’s Committee, along with other departments and branches, to eliminate obstacles and difficulties in administrative procedures, particularly tax administrative procedures, to attract large, potential, and sustainable investment projects that will enhance long-term state budget revenue. We are also committed to gradually improving the quality of public duties, with a focus on enhancing taxpayer satisfaction.
