Implementing appropriate solutions and methods, the coastal district of Ninh Hai has been concentrating on the effective utilization of its inherent potential and strengths to foster economic growth. To learn more about the recent noteworthy development of Ninh Hai district, our correspondent conducted an interview with Mr. Tran Minh Thai, Chairman of the Ninh Hai People’s Committee.

Could you please tell us about the district’s recent outstanding socioeconomic development results?
In 2023 and the first quarter of 2024, despite the impacts of gasoline prices, the district's social, economic, defense and security situations remained stable and achieved some important results. The new rural development program was carried out with consistent solutions. In 2023, Phuong Hai and Ho Hai communes met advanced new rural development standards; 13 villages were recognized to fulfill "New Rural Village" standards; and My Tan 1 Village was certified to satisfy the "Model New Rural Village" standard. Social security policies were fully and promptly enacted.
To successfully achieve socioeconomic development goals in 2024, Ninh Hai district is determined to work hard unlocking resources and clearing bottlenecks to speed up public investment disbursement as this plays a very important role in socioeconomic recovery and development. Therefore, on March 20, 2024, Ninh Hai actively opened a conference on deployment of solutions to accelerate budget collection and investment disbursement in the district. The district will strive to disburse 95-100% of planned public investment capital in 2024, which is expected to reach over 60% by the end of the third quarter and over 90% by the end of the fourth quarter. The locality will give priority to selecting and conducting synchronous rural infrastructure investment to adapt to climate change, based on mobilized resources and people's needs in building new rural areas according to the motto of "people know, people discuss, people do, people check, people enjoy".
What are the district’s plans for fast-tracking the goals of the District Party Congress and the 5-year development plan in 2024?
2024 is forecast to be a rough year besides advantages. Therefore, the district has thoroughly grasped and strictly carried out Party and State guidelines, policies and laws on rapid and sustainable development based on its action motto of "United, disciplined, flexible, creative, faster and efficient". The district has also upheld the role of agency leaders, the discipline, responsibility and public service ethics of civil servants. It has utilized and mobilized development investment resources such as State funds, private capital and public capital to invest in building infrastructure for business development.
From now to 2025, what fields will the district prioritize investment for?
Ninh Hai district determines the need for rapid and sustainable economic development, driven by marine economy and tourism. The district will continue to speed up economic restructuring towards increasing the share of trade and services to 38% of the GDP and the share of industry and construction to 38% while reducing the share of agriculture, forestry and fishery to 24%. Ninh Hai will become the driving center for marine economic development of the province to draw strength and prosperity from the sea.
The district will continue to attract investment into planned key tourist areas like building Khanh Hai Town into a tourist urban area and building urban areas along Dam Nai Lagoon; concentrate resources to build three tourism clusters to unlock potential and develop various types of eco-tourism, resort, forest-sea sporting, high-end entertainment, scientific research touring and MICE tourism.
Ninh Hai will develop industries and handicrafts that the district has good conditions for development; focus on attracting investors to develop renewable energy and clean energy such as wind energy and solar energy projects with large added value.

Adhering to the principle of “Government walks hand-in-hand with businesses”, Ninh Hai consistently engages in active dialogue, shares insights and progressively eliminates obstacles for corporations. The district stands alongside, aids and streamlines processes for businesses, particularly in dealing with administrative procedures, land acquisition and investment attraction protocols. It undertakes decisive actions, instigates significant shifts in direction and governance, and positions the people and businesses as the core of its service.
