In 2020, the natural resources and environment sector of Quang Nam province has made many efforts to execute and fulfill its tasks and positively boost socioeconomic development.
The Department of Natural Resources and Environment has imposed stricter management of land, mineral, water, sea and island resources; made positive progress in environmental protection and climate change adaptation; regularly conducted inspection, examination and settlement of complaints, denunciations and feedback of voters, citizens and the press; and informed and educated laws on environmental resources.
The department continued to strengthen its organizational apparatus to meet task requirements and raise administrative discipline and sense of responsibility of public employees. Besides, it kept accelerating administrative reform with respect to natural resources and environment. Thereby, the Department of Natural Resources and Environment proposed simplification schemes seeking to remove difficulties in administrative procedures relating to business done by enterprises and people; receive and settle administrative procedures in the electronic environment; simplify processes and concretize forms by electronic forms, and create favorable conditions for users to access services delivered by the Department of Natural Resources and Environment.
The Department of Natural Resources and Environment always closely directed, supervised and urged the implementation of tasks assigned by the Provincial People’s Committee; exercised State management of natural resources and environment; accelerated digital transformation under the Prime Minister's Decision 749/QD-TTg dated June 3, 2020 approving the "National Digital Transformation Program to 2025, with a vision to 2030 and Decision 1726/QD-BTTTT dated October 12, 2020 of the Ministry of Information and Communications on ratification of project “Determining the digital transformation index of central and provincial agencies” in order to serve the administration of the department.
As regards land, measurement, mapping and remote sensing and provincial and district land planning and use according to the Land Law 2013 was effectively implemented. The Department of Natural Resources and Environment drastically directed certification of land-use rights; regularly reviewed, inspected and advised land recovery of slow-moving projects; gradually built a land database; and dealt with site clearance, facilitated the progress, especially key projects.
The environmental field continued to make positive progress. Notably, communications on environment and biodiversity continued to be fostered to raise awareness of people to this effect. Most polluting facilities applied remedial measures to ease pollution, reduce negative impacts on the environment, and successfully complete political tasks of the sector. State management of mining activity in the province is adhered to the law.
Mr. Tran Thanh Ha, Director of Quang Nam Department of Natural Resources and Environment, said: “In order to successfully implement its key tasks in 2021, the Department of Natural Resources and Environment of Quang Nam province will continue to renew its leadership and administration by adopting specific and breakthrough jobs to achieve substantial outcomes; sticking to its tasks and handling day-to-day activities. At the same time, the department will also promote the collective role, uphold responsibility and accountability of agency leaders; accelerate administrative reform; complete and synchronize information technology infrastructure across administrative levels to facilitate coordination with other sectors; regularly review, advise and complete legal mechanisms and policies within its jurisdiction to promptly adjust and solve existing matters.”
