In 2023, the industry and trade sector of Binh Dinh province will apply many goals and solutions to make more breakthroughs to affirm its role and driving force in fostering local socioeconomic development.
Mr. Ngo Van Tong, Director of Binh Dinh Department of Industry and Trade, said: 2022 was the first year that the industry and trade sector exceeded all three of its targets set for the 2021-2025 term: The Index of Industrial Production (IIP) grew by 7.05% against 2021, higher than the yearly plan; total retail revenue of goods and services expanded 19.16%, equal to 102.9% of the full-year plan; and the export value climbed 9.3%, equal to 114.8 % of the yearly plan.
In 2023, the sector will strive to achieve the IIP growth of 7.5-7.7%, the retail growth of 12%, and the export value of US$1.6 billion.
In order to boost industrial and commercial activities to achieve and exceed its given targets, in addition to placing continued focus on sectoral administration, the Department of Industry and Trade will proactively carry out key consistent solutions. Particularly, in industrial development, the department will provide favorable conditions for operational factories, newly completed factories and ongoing industrial production projects; foster existing production values, create new added production values for various key industrial products. The department will regularly monitor and actively work with trade associations and businesses to grasp their difficulties and obstacles to take prompt solutions; enhance the administration of local industrial zones; inspect and grasp actual infrastructure investment situation in industrial zones to ensure technical infrastructure for production activities. It will coordinate with the Department of Planning and Investment and the Economic and Industrial Zones Authority to call for investment into key industries such as mechanical engineering, renewable energy, digital technology, high-tech industry and supporting industries to create high-value products so as to bring the occupancy rate of industrial zones to 65-75% in 2023. The department will effectively implement the Industrial Promotion Program and complete the Industrial Promotion Funding Project in 2023 before October 2023.
In addition, the Department of Industry and Trade will organize and attend foreign trade promotion activities to develop new markets for key export products, focusing on countries that are members of new-generation free trade agreements that Vietnam joined. It will increase the frequency of trade promotion support and domestic consumption promotion through provincial and national trade promotion programs.
To facilitate people and businesses, the industry and trade sector will concentrate on accelerating administrative procedure reform and information technology application. The Department of Industry and Trade coordinated with relevant agencies and units to digitize the settlement process to apply on the electronic single-window software for all administrative procedures; provide full online public services for 75 out of 134 administrative procedures and partial online public services for 44 out of 134 administrative procedures. Concurrently, the department applied solutions to encourage and prioritize early settlement of online submissions and online payment and publicly instructed organizations, individuals and businesses to know and use online services. It reviewed and improved the work settlement process, developed a plan to simplify administrative procedures and reduce the settlement time and submitted it to the Provincial People’s Committee for approval. Up to now, 30 out of 134 administrative procedures under the jurisdiction of the Department of Industry and Trade have reduced the settlement time, helping slash the cost and time for people and businesses.
In addition, the department appointed its professionally qualified and responsible employees to work at the Provincial Public Administration Service Center; publicized information, addresses and hotlines for organizations, individuals and businesses to send their petitions on administrative regulations and the settlement status and process of administrative procedures under their jurisdiction of the department on its website. In 2022, the Department of Industry and Trade received 19,782 applications (19,458 submitted online and 324 submitted in person) and handled all applications in time or before the deadline.
