Long An Advancing Digital Transformation for Socioeconomic Development Breakthrough

Determined to become a good performer of digital transformation, the information and communications sector of Long An province has organized conferences and seminars, stepped up communications on basic and core digital transformation content to improve knowledge of public employees, common people and enterprises, and enhance expert skills of digital transformation.

Drastic and substantial

In 2020, Long An province ranked 27th out of 63 provinces and cities on the Provincial Digital Transformation Index (DTI), evidencing continuous efforts of the Party, government and people of the province, especially in the information and communications sector. Notably, when the COVID-19 pandemic broke out and complicatedly developed, the above "sweet fruits" were a great encouragement, an effective tool and strong support for the entire political system to enhance administration and better serve people and businesses in the post-COVID-19 period.

Furthermore, carrying out Resolution 70-NQ/TU, the Standing Board of the Provincial Party Committee issued Resolution 21-NQ/TU on Long An digital transformation to 2025 and further to 2030. Accordingly, on January 7, 2022, the province held a conference on "Raising awareness of digital transformation for leaders”, which emphasized the development of digital government, digital economy, and digital society. On April 26, 2022, the Provincial People's Committee held a solemn launching ceremony of the Intelligent Operations Center (IOC) and the Long An Provincial Shared Database (located at Level 2, Office Block 4, Provincial Administrative And Political Center, No. 2, Song Hanh Street, Ward 6, Tan An City, Long An Province) managed and operated by the Information and Communication Technology Center under the Department of Information and Communications.

Remarking on this event, Mr. Nguyen Ba Luan, Director of the Department of Information and Communications of Long An province, said, the “Intelligent Operations Center (IOC) and Long An Provincial Shared Database, built on modern technology platforms, will make it easier for people and businesses to access information, data, and smart services quickly, conveniently with less cost and less hassle. Notably, all activities are people- and business-centered, featured by their reflections to, recommendations to, interactions with and monitoring of the administration conducted by digital applications and other interactive channels on the digital environment.” Needless to say, this project is a long process. For this reason, in the coming time, the sector will focus on carrying out some key tasks: Speeding up communications and instruction on the use of digital platforms such as "Long An Digital", "1022 switchboard", and other interactive channels in the digital environment.  

The sector will continue to review, improve and operate essential intelligent operating supervision services that have been deployed (like healthcare, education, public administration, information security, social network, integrated platform and data sharing); continue to expand other intelligent operating and monitoring services (such as monitoring security and order, traffic safety, monitoring urban planning and monitoring land planning). In the coming time, the sector will need perseverance, determination, cooperation and contribution of all sectors, levels and digital companies to gradually improve the performance of the Intelligent Operations Center, the Shared Database and the Open Data Portal of the province.

Advancing digital transformation

On May 6, 2022, the Provincial People's Committee also held a workshop on "Digital transformation solutions for small and medium-sized enterprises in the province", an activity within the framework of Plan No. 856/KH-UBND. At the workshop, delegates listened to keynote representations by Misa, Viettel, VNPT, FPT and other enterprises, aiming to assist SMEs in digital transformation in order to optimize their production and business, enhance access to customers, sharpen competitive advantages, create new products and services and strengthen motivations for socioeconomic development.

The government assigned 2022 as the "Year of Digital Transformation”. Long An defined 2022 as the "Year of actions, a strategic turning point in digital transformation". In the Fourth Industrial Revolution, digital transformation is an important content, a key solution, an inevitable trend and an opportunity for localities and businesses to get ahead. Digital transformation is not simply a higher level of information technology application and development but a "breaking point" in socioeconomic development. Therefore, in order not to lag behind or miss the opportunities of the Fourth Industrial Revolution, Long An province will certainly continue to focus on changing awareness in the leadership of the Party at all levels; improve the effectiveness and efficiency of administration and responsibility of agency leaders in digital transformation; address inadequacies, causes and barriers to create solid steps and motivations to accelerate digital transformation goals.
