In the 2021 - 2025 period, Ha Nam province will continue to reform vocational education; focus on practical application and direct training for production, business and vocational skills. This will not only help raise labor productivity and competitiveness, but also ensure local social security.
Ha Nam province currently has 19 technical and vocational education and training (TVET) schools, including five colleges, five intermediate schools, five vocational training and continuing education centers, and four other vocational training facilities. TVET facilities train 101 occupations, mainly mechanical engineering; electrics, electronics and telecommunications engineering; computer and information technology; construction engineering; agriculture and fisheries; medicine; nursing; tourism and hospitality. Seven TVET facilities, including five colleges and two intermediate schools, were approved by the Ministry of Labor, Invalids and Social Affairs, and selected key occupations for the 2016 - 2020 period and to 2025.
Over the years, the quality of vocational training linked to job creation in Ha Nam has been improved with many effective and sustainable models. The main forms of cooperation include developing training programs and practice sites for students and teachers; joining teaching processes; granting scholarships to students; and supporting schools with equipment and graduating students with employment.
To date, the province has 156 companies cooperating with TVET schools and over 95% of graduates are immediately employed by enterprises, with average monthly income of VND6-10 million.
The province has also developed and updated open data on skilled workers in each field, occupation, and training level in line with the province's socioeconomic development demands, especially new occupations and skills such as electricity, electronics, mechanical engineering, supporting industries, services and high-tech agriculture. The province has strengthened information technology application in connecting supply - demand to improve effective training and employment.
Mr. Nguyen Van Hao, Director of Ha Nam Department of Labor, Invalids and Social Affairs, said: In the 2021 - 2025 period, the province continued to conduct reforms and create drastic changes in enrollments, training quality and TVET performance; and fostered practical training to enhance labor productivity, national competitiveness and ensure social security.
In the coming time, the province will promote information and create changes in perception and consensus of all levels, sectors and people on TVET development and job creation, especially the companionship of businesses in developing skilled human resources to serve the province's socioeconomic development; effectively deploy mechanisms and policies for TVET development; enhance digital transformation and online training; focus on retraining and regular training, ensure adaptation to labor market requirements.
Ha Nam will boost operations of the Employment Service Center; timely collect and provide domestic and international labor market information through job exchange systems; continue to review and rearrange TVET school system; and promote the development of well-performing facilities.
“The province will strive to raise the share of trained workers to 75% by 2025, of which 60% are certified. The enrollment capacity of local TVET schools will reach over 25,000 people by 2025. Three TVET schools will be certified high-quality and at least 30% of public TVET institutions are financially self-sufficient. As a result, this will not only help raise the quality of human resources, employment and local social security, but also realize the goal of making Ha Nam a good province of the Northern Delta,” he affirmed.
