Reviewing the work performance since the start of the 19th current term of the Hung Yen Provincial Party Congress (2020-2025), with agricultural restructuring and new countryside construction efforts in the 2021-2025 period, Hung Yen province has gradually improved agricultural productivity and quality, ensured food security and stabilized people's livelihoods.

Bringing resolutions to life
Mr. Do Minh Tuan, Director of the Hung Yen Department of Agriculture and Rural Development, in the 2021-2023 phase, after carrying out Resolution 09-NQ/TU of the Executive Board of the 19th Provincial Party Committee, the awareness of the political system and the society about the position, role and importance of agricultural restructuring associated with advanced new rural development and exemplary new rural development continued to have positive changes. The Provincial People's Committee directed the Department of Agriculture and Rural Development to coordinate with related bodies and localities to review, adjust and supplement agricultural development objectives and orientations integrated into the provincial planning; issued Plan 108/KH-UBND dated June 2, 2022 to carry out the resolution; launched and implemented 52 programs, projects, plans, mechanisms, policies and tasks to support agricultural production development, focusing on crop cultivation, animal husbandry and aquaculture according to value chains, advanced new rural development and model new rural development.
Accordingly, agricultural production has developed comprehensively although the agricultural production area shrinks every year, by around 1,000 ha a year on average. The production value of agriculture and fisheries grew as high as 2.66% a year in 2021 - 2022 and 2.26% in the first six months of 2023. The structure of agricultural production has shifted towards the production of highly valued commodities. By the end of June 2023, Hung Yen converted 19,240 hectares of lowly-productive crops to perennial crops, fruit trees or aquaculture of high economic value). The agricultural sector has changed towards improving quality and productivity and initially formed many specialized production areas. Commercial agricultural production projects continued to be actively and effectively implemented and gradually formed concentrated commodity production areas such as high-quality rice, organic vegetables and GAP-standard organic fruit trees. The farming value by acreage reached over VND230 million per hectare in 2022 (an increase of more than VND20 million compared to 2020) despite being heavily affected by COVID-19 pandemic. The productivity and output of some crops increased compared to 2020 (longan output rose by 5.7% and litchi output expanded by 2.05%), ensuring food security and stabilizing livelihoods for rural people with an annual individual income of VND64.42 million. Livestock production expanded strongly (in 1022, it grew by 11.2% against 2020). Aquatic output continued to grow quite well (output in 2022 increased by 6.07% compared to 2020). The province actively controlled livestock, fowl and aquatic epidemics and applied scientific and technical advances to production. The province also focused on trade promotion and market search for agricultural products, OCOP products, handicraft products, built and applied information technology software to sector-specific database management, quality management, product traceability, food hygiene and safety and veterinary hygiene to ensure production requirements.
Positive changes
Executing Resolution 09-NQ/TU, the new rural development program has been conveyed to and responded by local people, said Director Tuan, adding that many important results have been achieved. The funding for farmers has basically met production requirements, helping boost production, promote economic and social development, and ensure social security. By the end of June 2023, the province had 98 communes recognized as advanced new rural areas, accounting for 70.5% of communes; 24 communes recognized as exemplary new rural areas; and 199 OCOP products certified 3-star and 4-star standards. The socioeconomic infrastructure system in rural areas has been synchronously invested, restored and upgraded as planned to meet production and living requirements. Rural areas have been modernized with green, clean and beauty criteria to provide better living and working conditions for people. The political system in the countryside has worked more effectively. Political security, social order and safety there have been maintained.
However, rural development has also faced certain limitations, weaknesses, difficulties and obstacles. Director Tuan stressed that, in the coming time, Hung Yen province will continue to consistently and effectively carry out tasks and solutions stated in Resolution 09/NQ-TU, with focus on key tasks and solutions like fully and deeply grasping basic contents of the resolution; and raising the awareness of civil servants, Party members and people about views, goals, tasks and solutions of the resolution. The province will step up agricultural restructuring towards large-scale and safe commodity production, high-tech application, and creation of products with high productivity, quality, competitiveness and sustainable development. The locality will also accelerate digital transformation and scientific and technological application in agricultural and rural development.
At the same time, the province will continue to carry out the new rural development program in the 2021-2025 period, with focus on direct investment for agricultural production development and rural infrastructure development. Hung Yen will improve the quality of emulation movements and upgrade advanced new rural development standards and exemplary new rural development standards. The locality will strengthen Party leadership at all levels, enhance the administrative role of authorities at all levels and reinforce sociopolitical organizations in agriculture, farmers and rural areas. Hung Yen will expedite administrative reform and upgrade the capacity, performance and effect of sectoral administration in order to simplify administrative procedures and facilitate agencies and localities to quickly deal with business investment requirements for companies.
