Leveraging Strengths to Create Growth Momentum

In response to the working theme of Quang Tri province in 2021 “Upholding responsibility, observing discipline, attracting investment and creating growth momentum" amid the complicated development of the COVID-19 epidemic, the industry and trade sector of Quang Tri province has made great efforts to effectively carry out proposed solutions and tasks and achieved remarkable results.

The Index of Industrial Production (IIP) in 2021 was estimated to rise 9.68% over 2020. The province's export value was forecast at US$185.5 million, up 25.4% year on year while its import value was estimated at US$455.4 million, up 305.9%. The total retail revenue of consumer goods and services was VND32,858.1 billion, up 6%.

Based on its achievements, to complete the planned targets of the 17th Provincial Party Congress (2021-2025 term), the industry and trade sector of Quang Tri province will continue to focus on the following tasks and solutions in the last months of 2021: Coordinating in construction of Quang Tri economic restructuring plan for the 2021-2025 period and the Quang Tri industry and trade restructuring plan for the cause of industrialization, modernization and sustainable development in line with the Government's roadmap; advising the Provincial People's Committee to work with the Ministry of Industry and Trade and other central agencies to bring gas from the Ken Bau gas field to Quang Tri and add thermal power projects fueled by gas from the Ken Bau field into the Master Plan for National Electricity (General Power Profile VIII); further supporting implementation of key energy projects in 2021; directing construction progress of ongoing renewable energy projects; working with relevant stakeholders to support investors to complete approved wind power projects and add them to the electricity development planning; proposing solutions to remove difficulties in merchandise distribution and promote consumption of agricultural products due to COVID-19 epidemic impacts; improving producer and consumer connectivity along the supply chain; developing the domestic market in light of the campaign "Vietnamese people give priority to using Vietnamese goods"; strengthening inspection and settlement of unreasonable price increases, commodity speculation and market manipulation; and proposing consistent and timely measures to fight against smuggling, commercial fraudulence and origin counterfeiting in the province.

Mr. Le Tien Dung, Director of Quang Tri Department of Industry and Trade, said: "According to the wind power development plan approved by the Ministry of Industry and Trade, some areas in the province have an average wind speed of 6-7m/s, especially is the western area of Quang Tri province. According to preliminary assessment, this area can develop wind power projects with a combined installed capacity of over 4,000 MW. Quang Tri province is also considered a potential area for solar power development as it has an average of 1,700 - 2,000 hours of sunlight a year and solar radiation intensity of 4.6 - 5.2 kWh per square meter a day. Given this sunshine time and solar radiation intensity, Quang Tri province is capable of building 1,500 MWp of solar power projects. Regarding gas, in addition to developing gas at Bao Vang field (Lots 111, 112 and 113) and bringing it to Quang Tri in 2020 - 2025 to fuel Gazprom's 340MW gas-fired thermal power plant, and Ken Bau field (Lot 114) is near the mainland of Quang Tri. Thus, it is likely and easy to build pipelines to the mainland. This is also one of potential advantages for Quang Tri to develop gas-fired power projects with a combined capacity of 6,000 MW. Therefore, Quang Tri province hopes to have support from the Government and central authorities to include energy projects in the province into the national power development plan in the 2021 - 2030 period, with a vision to 2045 (General Power Profile VIII) to lay the groundwork for the province to call for investment in this field, he emphasized.

Determining that renewable energy continues to be an important industry that may bring breakthrough development, following directions of the Provincial Party Committee and the Provincial People's Committee, the Department of Industry and Trade actively coordinated with all stakeholders to promote and support investors, focusing on solving difficulties for large-scale projects and creating favorable conditions for investment promotion and project implementation. As of June 30, 2021, the province had 18 hydropower projects planned and supplemented with a total installed capacity of 260.5 MW, 31 wind power projects with a total capacity of 1,177.2 MW approved by the Ministry of Industry and Trade, and three solar power projects with a total capacity of 149.5 MWp approved by the Ministry of Industry and Trade. All three projects already started commercial electricity generation. In addition, the planned location for Quang Tri Power Center approved by the Ministry of Industry and Trade, including two coal-fired power plants with a total capacity of 2,400 MW and three gas power projects with a total capacity of 6,340MW, was proposed for investment in Dong Nam Quang Tri Economic Zone.
