Improving Efficiency of Resource and Environmental Management

Exhibiting a proactive and positive approach, the Department of Natural Resources and Environment (DONRE) of Thua Thien Hue province has been instrumental in advising on the enhancement of management mechanisms and policies. It has also been progressively simplifying administrative procedures. These efforts have been pivotal in alleviating numerous challenges faced by individuals and businesses, thereby making a significant contribution to the socio-economic development of the locality.

Unlocking land resources

Mr. Le Ba Phuc, Director of the Thua Thien Hue Department of Natural Resources and Environment (DONRE), said that the department has recently been proactive in executing its assigned tasks and addressing pressing environmental and resource issues.

In the realm of land and environmental management, the department advised the Provincial People’s Committee on seven land allocations, encompassing a total area of 16.86 hectares. It also facilitated 60 land leases, covering an area of 472.55 hectares, and made 12 land withdrawals, amounting to an area of 62.3 hectares. The department issued 246 first-time certificates of land use rights, spanning an area of 679.8 hectares for economic and religious organizations. It also issued 1,927 first-time land use rights certificates for households and individuals, covering an area of 158.44 hectares, and issued and replaced 19,860 certificates for households and individuals.

Furthermore, the Department advised and submitted 13 dossiers to the Provincial People’s Committee for the granting, extension and adjustment of mineral exploitation licenses. It has approved the granting of mineral exploitation rights amounting to a total of VND10,078 billion. The Department also advised and submitted 15 dossiers to the Provincial People’s Committee for the granting, extension and adjustment of licenses to exploit and use water resources and discharge wastewater into water sources. It has approved the granting of rights to exploit water resources amounting to a total of VND2,016 billion.

It also carried out monitoring of the current environmental status of the province in 2022 at 64 air points, 100 surface water points, 15 wastewater points, 11 coastal sea water points, 19 underground water points, 18 soil environmental monitoring points and 42 sediment monitoring points. In general, environmental quality mostly meets the requirements according to current national technical regulations.

In particular, identifying administrative reform as an important task, the Department's leaders have directed its implementation drastically and synchronously with the goal of enhancing transparency, simplicity and shortening time compared to previous regulations, creating maximum convenience for people and businesses.

The department provided guidance on eight decisions to announce the List of Administrative Procedures and five decisions to approve the internal process of resolving administrative procedures, implemented according to a one-stop mechanism. In 2022, the department received a total of 21,317 administrative procedure dossiers, of which 19,961 were processed online and 1,356 were submitted in person or via postal service. Out of these, 21,021 dossiers were resolved, with 20,986 (accounting for 99.8%) resolved before or on the deadline, and 35 dossiers (accounting for 0.2%) were overdue.

To facilitate businesses and investors in land access, the department published approval decisions and planning maps online. Based on the list of projects calling for investment, the department collaborated with the People’s Committees of districts, towns and cities to publish land use planning on mass media. Concurrently, it guides businesses in carrying out land procedures.

In 2022, the Department was honored with the Emulation Flag by the Ministry of Natural Resources and Environment, recognizing its outstanding achievements in the emulation movement. It was ranked second out of 21 provincial departments and branches in terms of administrative reform, an improvement of nine places compared to 2021. This achievement fostered an open business environment, attracting investment and promoting socio-economic development.

Thua Thien Hue strives to become a centrally run city

Resolution 54-NQ/TW of the Politburo established the vision of transforming Thua Thien Hue into a centrally governed city, with an emphasis on preserving and enhancing the value of Hue’s heritage and cultural identity. In August 2023, the province issued Directive 42-CT/TU, which underscores the importance of leveraging the strength of the political system and the collective population, with a firm commitment to achieving the objective of becoming a centrally governed city before 2025.

Mr. Le Ba Phuc said that in line with this directive, the department recently advised the Provincial People’s Committee to issue documents to implement the Green Sunday project, titled “Let’s Take Action to Make Thua Thien Hue Greener, Cleaner, Brighter”. This includes a set of criteria for evaluating “Green - Clean - Bright” at the commune, ward and town levels, criteria for evaluating environmentally friendly businesses, and a directive on strengthening the management, reuse, recycling, treatment and reduction of plastic waste in the province.

In addition, initiatives such as “Hue - City of 4 Flower Seasons”, “Green Huong River”, “Bright - Green - Clean - Beautiful - Safe Route”, and the movement “Say No to Single-Use Plastic Bags” have been actualized, deployed and implemented by localities and units in numerous innovative ways, yielding significant results.

Specifically, the department advised the Provincial People’s Committee to issue a decision approving the comprehensive project for the collection, transportation and treatment of solid waste in the province until 2030, thereby effectively managing solid waste. It has also successfully implemented the task of waste classification at the source. Annually, it directs and collaborates with organizations and localities to organize nearly 12 educational and training sessions, with over 1,100 participants, on topics such as the Law on Environmental Protection 2020 and instructions on waste classification at the source.

Through these efforts, a civilized lifestyle, awareness and responsibility toward environmental protection are gradually being cultivated among the people across the province. This contributes significantly to the imminent transformation of Thua Thien Hue into a centrally governed city.
