Improving Efficiency in Resource Management and Environmental Protection

In 2023, the Binh Thuan Department of Natural Resources and Environment implemented a comprehensive set of solutions to enhance the efficiency of resource management, exploitation, utilization, and environmental protection. A key focus was administrative reform aimed at creating favorable conditions for businesses and investors, thereby making a significant contribution to local socio-economic development.

In terms of improving the effectiveness of disseminating and propagating environmental policies and regulations to facilitate easy access for businesses, Mr. Tran Nguyen Loc, Director of the Binh Thuan Department of Natural Resources and Environment, said that based on the Law on Environmental Protection and guiding documents, the department promptly advised the Provincial People’s Committee to announce a list of administrative procedures in the field of environmental protection under the department’s management. The department regularly implemented regulations on mechanisms and policies related to the management sector and posted them on the department’s website to enable organizations and individuals to easily access information when needed. It also published the list of administrative procedures, announced decisions, and applicable forms to handle administrative records, fees, and charges in the field of environment. The department effectively publicized addresses, phone numbers, and mailboxes to enable organizations and citizens to promptly report instances of harassment by civil servants and employees of the department, thereby addressing difficulties in handling administrative documents.

Additionally, the department organized training courses on legal regulations on environmental protection for officials, civil servants, and public employees working at state agencies at all levels and organizations and businesses operating in the province. Concurrently, the department issued two Official Dispatches instructing owners of production, business, and service establishments, concentrated production, service areas, and industrial clusters to prepare environmental records in accordance with the Law on Environmental Protection 2020.

In line with the provisions of the Law on Environmental Protection and related Decrees and Circulars, departments, branches, and localities in the province effectively carried out their assigned responsibilities and issued documents. They also guided and directed the preparation of environmental documents at the prescribed time to be confirmed and approved before approving the Investment Policy, granting Construction Permits, and granting Investment Certificates. The quality of environmental dossier appraisal under provincial environmental management authority has been increasingly improved and closely advised, in accordance with the prescribed process and timeline.

The department placed a particular emphasis on developing policies to support businesses in environmental protection. Throughout the year, it has collaborated with the Department of Home Affairs and other relevant departments to advise the Provincial People’s Committee on issuing Decision 2460/QD-UBND dated November 23, 2023. This decision promulgates the Regulations on the pilot implementation of administrative procedures in the fields of environment, construction activities, investment, establishment, and operations of enterprises, business households, and several conditional business sectors and trades in Binh Thuan province. This initiative aims to support businesses in expediting the resolution of administrative procedures.

In the realm of water resources and minerals, the department advised the Provincial People’s Committee to promulgate legal documents in these fields, serving as a legal foundation for resource management in the area. The department expedited the planning, auctioning, and licensing of mineral exploitation.

Furthermore, the department intensified inspection, supervision, and guidance for production, business, and service establishments that exploit and use water resources in the province to ensure compliance with legal regulations on water resources. It promoted the work of permitting exploration, exploitation, and use of water resources to assist investors in exploiting and using water resources in accordance with regulations during project implementation. The department also advised the Provincial People’s Committee to reduce the time to resolve administrative procedures in licensing exploration and exploitation of minerals for common construction materials, and exploitation and use of water resources. It has proposed that the Provincial People’s Committee request ministries and central branches to review and adjust the area of national mineral reserves in the province and agree on the reserve time to provide a basis for the implementation and approval of investment projects.

The department also prioritized directing and promoting the application of information technology in management activities, enabling many administrative procedures to be resolved in the digital environment, thereby aligning with the goal of building a digital government. In 2023, the department completed the use of three online public services on land, including one online service according to Decision 06/QD-TTg dated January 6, 2022 of the Prime Minister on approving the Project to develop the application of population data, identification, and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030, and two online public services according to Decision 442/QD-TTg of the Prime Minister approving the list of integrated online public services provided on the National Public Service Portal in 2022.

In the coming time, the Binh Thuan Department of Natural Resources and Environment will continue to focus on advising on the timely promulgation of specialized legal documents according to its authority and propose solutions to remove bottlenecks in land, land prices, and environment to support businesses in implementing works and investment projects in the province. It will strengthen administrative reform and apply information technology in resolving administrative procedures, continue to build and perfect the system of policies, laws, and planning on natural resources and environmental management, and effectively deploy plans in the field of natural resources and environment integrated with Binh Thuan province planning for the period 2021-2030, with a vision to 2050.
