Hoa Binh: Necessary to Link The New Rural Development Program with Rural Tourism Development

Minister of Agriculture and Rural Development Le Minh Hoan recently visited and worked in Yen Thuy district, Hoa Binh province on the National Target Program to build a new countryside in the 2021-2025 period.

The new rural construction program in the period 2021-2025 in Hoa Binh province has been delayed by one year due to the need to improve institutions and issue decisions, decrees, and circulars, however, from 2021 to the present, the province has mobilized more than 3,300 billion VND to implement the Program, of which the budget capital of the province, district and commune is more than 882 billion VND, the capital mobilized and contributed from the community is 334 billion VND.

Mr. Dinh Cong Su, Vice Chairman of Hoa Binh Provincial People's Committee said: Up to now, Hoa Binh has 65/129 communes that have met the standards of rural areas, accounting for 50.4%; average criteria for rural areas reached 15.67 criteria/commune. The whole province has 20 communes with advanced rural areas, 1 commune with model rural areas, 60 model residential areas, and 170 model gardens; 3 districts and cities completed the National Target Program on building new rural areas; 100 provincial OCOP products with 3 or more stars.

In Yen Thuy district, the implementation of the National Target Program on building new rural areas has been a concern by all levels, sectors, and mass organizations, especially with the enthusiastic response and participation of the people. On average, the district's rural development criteria in the period of 2021 up to now have reached 17.4 criteria/commune; 6 out of 10 communes meet the standards of rural areas. The district has built 16 model residential areas, 134 model gardens, and 12 OCOP products.

Mr. Bui Phi Diep, Chairman of Yen Tri Commune People's Committee shared, that based on the potential and distinct advantages of the locality, we have clearly defined orientations for people to improve their lives, which is economic development from the production and processing of medicinal herbs; forming tourism products and community attractions to attract tourists to visit and experience Cuc Phuong National Park and the unique indigenous culture of the Muong.

“Yen Tri commune is one of the few localities with a garden to preserve genetic resources of more than 300 rare and precious medicinal herbs, and at the same time established an Oriental Medicine Association with nearly 40 members to take care of the health of people inside and outside the area directly. The members of Yen Tri Agricultural Service Cooperative and Oriental Medicine Association buy all the medicinal herbs from the villagers and process them into many valuable products such as tea, concentrated extract, tablets from the prickly pear tree, black musk, good for health, and at the same time registered OCOP products to build a brand and sell it to the market”, Mr. Diep shared.

Minister Le Minh Hoan said: If in the last period we focused on infrastructure investment, in the next period we will focus on the program of one product per village, community tourism, cooperative economy, start-up rural agriculture. Thereby creating a specific process, schedule, and plan for all levels to actively apply and implement, rather than rely on the first budget allocation.

Hoa Binh needs to focus on building a community development space with 5 elements: focusing on developing community tourism; branding of agricultural products of the province; farmers need to be educated; towards building and enhancing the value of products." The most important thing is to elicit local resources, and existing resources to create a lot of value for the rural development space, creating many livelihoods and jobs for the countryside and the rural image to develop based on its available indigenous resources, from there it will go up" emphasized Minister Le Minh Hoan.
