High-quality Human Resources for Knowledge Economy

Training and building high-quality human resources for accelerating socioeconomic development, especially knowledge economy, is an important goal and a key cross-cutting task of Quang Nam province. This is also one of the groundbreaking missions of the province in the 2021 - 2025 period.

In order to realize human resource development goals, the Department of Labor, Invalids and Social Affairs of Quang Nam province has advised the provincial government to launch many programs and projects on vocational education development. Accordingly, development orientations, policies and investment resources for vocational education were specifically defined to create a solid foundation and an appropriate approach to local human resources development. Currently, the province has 38 vocational training facilities, including eight colleges, eight secondary vocational education schools, nine vocational education centers and 13 other vocational education facilities. Vocational education facilities are located across the province, thus enabling workers to acquire vocational training and manpower supply. Every year, they enroll an average of 35,000 people in the province. As a result, the rate of trained labor increased from 50.6% in 2016 to 65% in 2020, fulfilling the target set in the Resolution of the 21st Provincial Party Congress (2015-2020 tenure).

In addition to human resource development, the Department of Labor, Invalids and Social Affairs of Quang Nam provided regular directions to vocational training facilities to strengthen cooperation with local enterprises in vocational training via labor supply contracts. The two sides closely coordinated in building training programs and providing practice and internship for students. For that reason, the training quality of vocational education facilities has been improved markedly. Most trainees meet recruitment requirements and get jobs right after graduation. 80% of tertiary graduates are employed. 70% of short-time training courses find their jobs after they complete training programs.

Truong Thi Loc, Director of the Department of Labor, Invalids and Social Affairs of Quang Nam province, said, in the 2021-2025 period, the sector will train about 35,000 trainees every year to lift the rate of trained labor to 70-75% by 2025 as per the target of the Resolution of the 12th Provincial Party Congress (2020-2025 tenure). To realize these goals, the sector defined solutions and key tasks as follows:

First, studying and advising the Provincial Party Committee, the Provincial People’s Council, and the Provincial People's Committee to issue policies on vocational education for the 2021-2025 period, including investment policies on key occupations and labor training support.

Second, fostering communications to raise public awareness of the role and responsibility of training and using human resources; informing policies and preferences of investors for high-skilled workers.

Third, reviewing and building plans for the vocational training network to enhance the quality of vocational training; socializing vocational education, encouraging and facilitating enterprises to engage in labor training, focusing on investment in teaching facilities and equipment.

Fourth, further scaling up vocational training for rural workers. Priority is given to vocational training, aimed for poverty reduction, vocational training in communes that are building a new countryside and contractual vocational training signed by enterprises, ensuring that after being trained, trainees will have jobs immediately;

Fifth, strongly renovating training methods towards output control, improving professional qualifications and skills, standardizing professional titles for teachers, linking training between schools and business for better output training.

And finally, building a complete data system on labor supply-demand as a basis for planning the province's medium-term and long-term plans on labor training.

Along with the above solutions, the Department of Labor, Invalids and Social Affairs will act more drastically to improve the business environment with respect to management, such as accelerating administrative reform, especially reforming administrative procedures; enhancing publicity, transparency and cost reduction; accompanying and well implementing dialogues and consults with enterprises, supporting enterprises to train and foster human resources.
