The health sector of Hau Giang province has gradually overcome difficulties and developed strongly in the past years, making Hau Giang one of the localities with high medical quality in the country. These efforts not only affirm their important role in protecting, caring for and improving public health but also contribute significantly to local socioeconomic stability and development.
Accelerating IT application
The health sector of Hau Giang province has stepped up reforms, enhanced the role and responsibility of leaders in directing and managing administrative reform tasks: Simplifying administrative procedures, applying information technology (IT) and improving patient reception processes to increase patient satisfaction.
Specifically, the health sector has adopted noncash payments and IT application in clinic management and health records and overseen drug supply facilities. Especially, IT has been applied to managing medical examination, treatment and health insurance payment at medical facilities.
As a result, all medical facilities have adopted medical examination and treatment management software and online health insurance payment; all facilities, including grassroots clinics, have accepted medical examinations using chip-integrated citizen identification cards; all driver health facilities have linked driver's license data for online public service of issuing and replacing driver's licenses; all medical facilities have deployed medical management software and online health insurance payments for reception, examination, pre-clinical and prescription fees (if any); and all medical facilities have launched electronic prescriptions. 53 medical facilities have issued interagency codes, 21 medical facilities have sent prescriptions to the system, and 325 doctors have issued interagency electronic prescription codes. All medical facilities have adopted electronic invoices; 7/13 medical facilities of level III or higher have deployed noncash payments, including Obstetrics and Pediatrics Hospital, Nga Bay General Hospital, General Hospital No. 10, Vo Truong Toan, Long My, Long My and Phung Hiep medical centers. All 75 local medical stations and polyclinics have deployed medical management software according to Decision 3532/QD-BYT dated August 12, 2020 of the Minister of Health and used electronic health record management software.
Up to now, 678,288 electronic health records have been created and managed, reaching 92.40% of the population. All medical facilities have applied electronic statistical reporting software. All pharmacies and drugstores have deployed prescription drug management software.
Mr. Nguyen Thanh Tung, Director of the Department of Health, Hau Giang province said: "In the coming time, to improve the effect of administrative reform, the health sector will continue to review administrative procedures in a simpler direction; intensify inspection and supervision of receiving and handling administrative procedures, strictly handle cases of harassment in handling administrative procedures; standardize internal and electronic processes; enhance communication and guidance; and encourage people to use IT services among other things".

Enhancing patient satisfaction
In addition to administrative reforms and IT application, the health sector always pays attention to investing in facilities, equipment, capacity building and professional qualifications for medical facilities, especially grassroots facilities, to increase patient satisfaction. The sector implements mechanisms and policies to encourage healthcare socialization to develop medical facilities with good quality technical services to reduce patient referrals to higher facilities.
According to the Department of Health of Hau Giang province, district hospitals and medical centers basically meet public medical needs. However, to raise the quality of medical examination and treatment, especially in the district health system, according to Tung, the sector needs to further strengthen public-private partnership, create a fair environment for support and transfer of technical expertise among public and private medical facilities; strengthen training and improvement of professional qualifications and professional ethics for health workers; strictly handle violations of professional regulations and professional ethics that harm the dignity and health of physicians; and ensure security, order and safety of medical facilities.
In addition, the sector strengthens line directions, rotations, training and technical transfers to lower levels; fosters reforms in service manner and attitude; improves medical ethics; and builds green, clean, beautiful and eco-friendly medical facilities. It also closely monitors and strictly implements professional regulations and technical procedures, supplements and completes treatment regimens, and avoids abuse of drugs and paraclinical services. Simultaneously, it develops universal healthcare, specialized health care and advanced healthcare services.
The health sector continues to advise the Provincial People's Committee to carry out the plan for implementation of the Provincial Party Committee's Action Program on enforcement of Resolution 20-NQ/TW; adopt consistent solutions to improve hospital quality; strive to have all medical facilities (hospitals, medical centers and private hospitals) to achieve good grade; carry out satellite hospital projects; fosters solutions to ensure security and safety at medical facilities; further apply treatment regulations, procedures and instructions to ensure the quality of medical examination and treatment.
