Further Improving Ninh Thuan Business Environment

In an effort to sustain its commendable performance on the Provincial Competitiveness Index (PCI), Ninh Thuan province has launched many action plans and sought innovative business ideas. These endeavors aim to achieve new milestones in enhancing the investment and business environment.

At present, a number of esteemed and capable investors are conducting research and registering interest in sectors where Ninh Thuan province holds a competitive edge. The province routinely organizes periodic business meetings to deliberate and evaluate the quality of socioeconomic management, as well as the services provided by agencies and localities to businesses. It values the perspectives of the business community and actively assists them in navigating investment procedures.

In my view, Ninh Thuan should prioritize investments in transportation infrastructure to alleviate traffic congestion and attract a greater number of investors. It should expedite administrative reforms, persist in reviewing, reducing and simplifying administrative procedures, and implement business support policies in a synchronous and effective manner.

The investment and business environment in Ninh Thuan has seen significant enhancements in recent years. Notably, the reform of administrative procedures has been expedited to streamline processes and reduce the time required for resolution, benefiting both individuals and businesses. The planning and construction of socioeconomic infrastructure systems have been prioritized for investment. The province has achieved promising results in attracting investment, with a substantial increase in the number of newly established businesses. Local business associations have been strengthened, consolidated and effectively operated, making significant contributions to socioeconomic development.

From a banking industry perspective, to improve the Provincial Competitiveness Index (PCI), it is essential for the province to accelerate administrative reform and enhance the business environment in the monetary and banking sectors. This includes reviewing, standardizing, and simplifying business processes, minimizing lending procedures, disclosing transparent information, reducing unnecessary fees, and facilitating access to credit sources and a diverse range of financial service products at reasonable costs for businesses and individuals. There is a need to integrate banks’ customer data with the national population data system. Furthermore, it is crucial to reinforce discipline in performing public duties and cultivate a culture and ethic of public service.

The implementation of Ninh Thuan Provincial Master Plan for the 2021-2030 period, with a vision to 2050, opens up many conditions and opportunities for Ninh Thuan province to entice more strong investment resources and speed up economic growth. This is also an important launching pad for the province's future development and growth. Of course, there will still be backlogs and bottlenecks, but in my opinion, they will be eliminated when the entire political system of the province joins hands and becomes united to create a fair, democratic and civilized society.

The sunny and windy province of Ninh Thuan has an average wind speed of 7.5m/s and a solar radiation ranging from 1,780-2,015 kWh per square meter a year and over 2,800 sunshine hours in the year. These are very favorable conditions for the effective development of solar power and wind power projects (renewable electric energy). Another advantage is the province's power transmission grid infrastructure (110kV, 220kV and 500kV) is being restored and upgraded to meet the capacity scale of renewable power projects.

To boost local potential and advantages, especially renewable energy, Ninh Thuan province needs to accelerate power source and grid infrastructure investment projects in accordance with the approved Power Plan 8 and Bac Ai pumped storage hydropower project (in Phuoc Hoa commune - Bac Ai district).

In recent years, Ninh Thuan province has seen a remarkable improvement in its business investment environment, with a consistent rise in its Provincial Competitiveness Index (PCI). This progress is attributed to the province’s diligent efforts to implement comprehensive strategies aimed at mobilizing investment resources, enhancing the business and investment climate, and promoting investment in fields where the province holds a competitive advantage.

Looking ahead, it is imperative for the province to advance administrative procedure reforms and expand the use of digital applications in administrative processes. This will not only reduce service time but also streamline administrative procedures for businesses. The province should also intensify its investment in technical infrastructure systems to better serve investors. Furthermore, a stronger focus should be placed on training and developing human resources, with an emphasis on high-quality personnel, to meet the needs of businesses in the province.
