Fostering High-Tech Agricultural Development

High-tech agricultural development is a vital trend to create new breakthroughs to improve competitiveness and an important step in the socioeconomic development strategy of Tay Ninh province. Recently, the province launched the High-Tech Agricultural Production Area Project to provide more favorable conditions for the province to draw investment capital for further agricultural restructuring, aligned with the development of agricultural value chains, to serve as a foundation for investment and infrastructure development for transformation of material production and development to meet processing and consumption demands.

According to the High-Tech Agricultural Production Area Project, Tay Ninh province planned 20 high-tech agricultural areas in 2022-2030 with a total area of over 11,650 ha and a combined investment capital of VND8,989 billion (US$390 million). Among them, 16 areas have already established a stable production base, producing high-quality rice, fruit trees (like soursop, longan, durian and banana), pigs and broilers and built chain links to meet criteria for high-tech agricultural area certification. Four vacant areas, with a total area of 3,687 ha, attracted investment capital for 40 ha.

Each production area certified for high-tech agriculture must form at least one product consumption chain link. This chain helps raise the share of agricultural, forestry and fishery value generated in the form of cooperation to over 25% by 2025 and 35% by 2030. High-tech agricultural production must reach a product value of VND150 million per hectare by 2025 and VND180 million by 2030. The share of high-tech agriculture will be raised to over 40% by 2025 and 50% by 2030.

Mr. Nguyen Dinh Xuan, Director of the Tay Ninh Department of Agriculture and Rural Development, said: “Tay Ninh has favorable conditions for agricultural development. In recent years, along with the focus on sector-based production restructuring, sustainable development goals, improved quality, higher added value and stronger competitiveness of agricultural products, high-tech agriculture is one of four groups of breakthrough solutions for socioeconomic development of the province.”

Currently, many high-tech agriculture models have been developed more widely on most key agricultural products such as rice, vegetables, fruit trees, rubber trees, flowers, ornamental plants, cows, pigs and fowls. Many models have proven to improve efficiency, productivity and quality, and create favorable conditions to expand domestic consumption and export markets.

Regarding cultivation, the total high-tech applied crop area reaches 98,745 ha, mainly for fruit trees (20,345 ha), food crops like vegetables and roosters (19,900 ha), and some other crops like sugarcane and cassava (58,500 ha). High-tech applied measures to production are quite popular in the province, including net house and membrane house systems powered by economical watering techniques, supplied with nutrients through the watering system, and installed with humidity and light-regulated capabilities; sprinkler and drip irrigation techniques; and biotechnological pest control application.

In addition, production mechanization is increasingly synchronized, with focus on crops such as rice, sugarcane, and cassava. From 2019 to now, the province has installed electronic traceability software (KIPUS) for 247 production facilities with a total area of 1,728.01ha and supported printing 130,500 traceability stamps for five products like mango, green-skinned grapefruit, melon, sugar apple and Hoang Hau (queen) sugar apple.

Regarding livestock husbandry, the province has 627 cattle farms and 107 poultry farms, including 64 chicken, duck, pig and cow breeding facilities certified for disease safety and 73 facilities certified for VietGAP. All farms have applied high technology in bio-safe green feed production and feed blending in accordance with international practices; and adopted high-tech application in waste treatment with bio-buffer models and biogas-enabled waste treatment.

To date, the province has 112 projects with a registered investment capital of VND9,600 billion approved by the Provincial People's Committee. Specifically, 51 projects have been put into operation (accounting for 45.5% of total approved projects). Notable projects include Vinamilk Tay Ninh dairy cow farm; chicken farm of QL Agroresources Co., Ltd; Bel Ga egg hatching facility, and chicken hatchery of Hung Nhon Group. In addition, Tay Ninh province has 683 bird nest houses in operation, with 386 facilities appraised for compliance. The total bird nest output was 4,600 kg in 2022.

Mr. Nguyen Dinh Xuan, Director of the Tay Ninh Department of Agriculture and Rural Development, said: "These initial factors and fruits are the foundation and basis for the province to form, promote and develop a strong, comprehensive and sustainable high-tech agriculture foundation in the coming time.”
