Long An province has been working to build sustainable, green and climate-resilient urban areas which are worth living in. Accordingly, the province has made great efforts to gradually complete technical and social infrastructure criteria in urban development and improve local living standards. Our reporter has an interview with Mr. Nguyen Van Hung, Director of Long An Construction Department, to learn about the sector's efforts for a "green - clean - beautiful" and livable province.
Can you briefly introduce the contributions of the Long An construction sector to the province's overall development, especially in infrastructure construction?
Long An province is located in the Southern Key Economic Zone as a "gateway" of the Mekong Delta to Ho Chi Minh City and the Southeast. The province has focused investment resources on transport infrastructure development to enhance regional interconnectivity, create a driving force to attract investors, and help socioeconomic development. Accordingly, many key projects have been basically carried out according to the given schedule. Many important traffic networks have strengthened regional linkage such as Provincial Road 830 (Duc Hoa - Tan Tap Port), Ring Road of Tan An City and bridges over the Vam Co Tay River, National Highway 50B (a dynamic route connecting Ho Chi Minh City - Long An - Tien Giang). The province launched a program to mobilize all available resources to build infrastructure systems for industrial development in key economic regions, including projects in Ben Luc, Duc Hoa, Can Giuoc, Can Duoc and other districts, to interlink industrial zones, link to Long An International Port and traffic routes to Ho Chi Minh City.
How will Long An province build a quality urban system as planned?
Urban infrastructure development has been a regular task of the entire political system of Long An province, aimed to gradually complete technical and social infrastructure criteria in urban areas and improve life quality for local people. The province plans to build sustainable, green and climate-resilient urban areas worth living in.
The Department of Construction will adjust the Long An Development Program to 2030 to match with the national urban development approved by Decision 241/QD-TTg and planned to build Duc Hoa, Ben Luc and Can Giuoc into third or fourth-grade urban areas. Meanwhile, urban areas will deploy urban development programs to figure out orientations and plans for investment projects. The department will revise and supplement the Long An Housing Development Program in 2020-2025, with a vision to 2030; make an annual and 5-year housing development plan in Long An province (in 2020-2025); and complete the building and operating of the real estate market information system in the province. The agency will advise on solutions to manage 20% of the land fund for social housing development in line with current regulations; focus on quality management; and improve the efficiency of project appraisal, design appraisal and estimation, inspection and acceptance.
In order to effectively implement the proposed solutions, in the near term, the department will improve the expertise and professionalism of public officers in charge of construction management and urban development from the province to the grassroots level. In addition, it will inform and encourage social communities and organizations to join hands in building an elite urban lifestyle, protecting the environment and creating a green - clean - beautiful city.
How have you reformed administrative procedures?
Reforming administrative procedures in the construction field is always a key task of the department. Currently, we have submitted to the provincial government 67 administrative procedures and internal administrative processes (applied in architectural planning; housing and office; real estate business; construction management; construction quality management; construction materials and State assessment of construction quality) under our jurisdiction; promoted the delivery of online public services; proposed raising the class of online public services from Level 2 to Level 3 (two procedures) and to Level 4 (65 procedures). We have received over 500 applications (63 applications filed via online public services) and handled more than 430 applications on time and before the deadline since the beginning of the year. We have built a set of questions and answers regarding administrative procedures; coordinated with localities to review and propose decentralizing 20% of administrative procedures as guided by the provincial government; operated a website, and maintained the effectiveness of ISO 9001:2015 quality management system.
The formation of a new urban area will not only "brighten" the image of Long An province but also improve its investment attraction. With its right orientations and right directions, Long An province is confident to successfully advance urban development that contributes to local socio-economic development.
