With a steadfast commitment to facilitating the province’s development, Binh Thuan Transport Department consistently prioritizes innovative initiatives, particularly those related to infrastructure development investment. Building upon its past successes, the sector has progressively eradicated barriers and fostered the development of various forms of sustainable and synchronous infrastructure, in alignment with the construction of new rural areas.

Significant advancements
Mr. Nguyen Quoc Nam, Director of the Department of Transport, highlighted the department’s commitment to administrative reform aimed at facilitating individuals and businesses in accessing and executing administrative procedures. By the midpoint of the 2020-2025 period, the sector conducted a comprehensive review and streamlining of 105 administrative procedures. This includes eight procedures that were announced by the Department of Industry and Trade, and the Department of Culture, Sports, and Tourism. The majority of these procedures were settled in less time than the regulatory timeframe, with many being completed within two working days. Out of 58 procedures, 53 are now eligible for partial or full online service.
In August 2023, a significant milestone was achieved when the Department of Transport and the Binh Thuan Post Office signed a cooperation agreement for the receipt and delivery of administrative documents. This agreement, which applies to both working offices and online platforms through public postal services, has reduced time and costs for individuals and businesses. Furthermore, the sector successfully implemented the online payment of compliance fees for administrative procedures in 2023, promoting the digital transformation of Binh Thuan province and the transport sector, and paving the way for the gradual establishment of an e-government.
Vinh Tan International Port
The transport infrastructure system in Binh Thuan province has seen remarkable development, in line with the strong growth of the province and the region. Key traffic routes have received significant investment for construction and upgrades to enhance transport capacity and meet freight transport demands swiftly, conveniently, safely and easily. This has facilitated industrial and socioeconomic development. Notably, the 160.3-km long expressway running across the province was completed and put into operation, including the Phan Thiet-Dau Giay section (April 29, 2023) and the Vinh Hao-Phan Thiet section (May 19, 2023). The Provincial People’s Committee also requested the central government to invest in transport routes connecting Binh Thuan province with Southeast provinces, the Central Highlands region, and the Southern Central Coast. The Ministry of Defense is currently investing in and constructing the Phan Thiet Airport, with over 90% of the workload completed.
Simultaneously, the province has attracted substantial investment capital for the construction, upgrade, and expansion of crucial provincial and district roads to ensure convenient connections with national roads. Binh Thuan has also mobilized resources to invest in seaports, including Phan Thiet Port, which has served passenger ships on the Phan Thiet-Phu Quy route since February 2018. The integration of Phan Thiet Port and Phu Quy Port has met freight transport, import and export needs, improved transport capacity, reduced logistics costs, enhanced economic competitiveness, and boosted the socioeconomic development of Binh Thuan and other provinces in the Central Coast and the Central Highlands.
“With the growth momentum of businesses and the results of administrative reforms, the investment climate in Binh Thuan province has become more convenient and open in recent years. Once completed, key projects are expected to deliver significant value and contribute substantially to the comprehensive socioeconomic development of the locality,” said Mr. Nam.
Incremental enhancement of efficiency
The transport sector has outlined its development objectives for transport infrastructure up to 2025. Specifically, the sector has executed zoning plans, revised the comprehensive planning of Phan Thiet City, and finalized the general planning of the Mui Ne National Tourist Area. It has also sought central financial support from competent authorities for the upgrade and expansion of national highways within the province. Furthermore, it has actively attracted and appealed to strategic, reputable, capable, and experienced investors and enterprises to invest in large-scale projects in areas with potential for tourism and service development.

In addition, each year, based on the province’s administrative performance index, the transport sector has initiated action plans and solutions to improve and enhance the Provincial Competitiveness Index (PCI) and the Provincial Green Index (PGI). It has also strengthened public service disciplines to effect significant changes in task performance and strictly handle violations.
Indeed, the transport sector will face considerable opportunities and challenges in the future. The Fourth Industrial Revolution is having substantial impacts on every country, industry, field, business, and individual. To transform these challenges into opportunities and enable its development and integration, the transport sector must proactively embrace Industry 4.0. Simultaneously, the sector needs to be more proactive and urgent in inspecting and addressing difficulties, swiftly completing key projects as scheduled, and proactively balancing investment capital for infrastructure upgrading and economic development.
