Efforts to Ensure Sustainable Social Security

“To promptly settle benefits for people, the Vietnam Social Security (VSS) of Ca Mau has effectively applied policies, programs and plans of central and provincial governments on social insurance, health insurance and unemployment insurance, thus giving a helping hand to local social security,” said Mr. Trinh Trung Kien, Director of VSS Ca Mau.

Could you please introduce VSS Ca Mau development to date?

In the past years, VSS Ca Mau has successfully completed its assigned tasks, helping carry out social security policies, stabilizing political background and promoting socioeconomic development.

VSS Ca Mau has 10 professional departments and eight district social security agencies, with a total of 185 employees. We carry out professional activities in an online, interconnected internet environment. We also apply a variety of information technology (IT) software to ensure fast, timely and accurate service for people and businesses.

In addition, VSS Ca Mau has 108 agents with 1,058 employees, hundreds of collaborators and 452 collection points across hamlets, villages, residential areas and post offices to effectively consult and develop policyholders of voluntary social insurance and household health insurance and pay pensions and social insurance benefits. From July 1, 2022, they can sign contracts with service organizations, authorized by social security agencies to collect social insurance and health insurance premiums.

In particular, our greatest success in implementing social insurance and health insurance policies is mobilizing the whole political system to get involved. Every year, all levels of government integrate social insurance and health insurance targets into socioeconomic development targets. This is an important criterion for evaluating the performance of local political tasks.


VSS Ca Mau Headquarters

On February 28, 2022, Vietnam Social Security issued Decision 316/QD-BHXH on the Action Program for implementation of Resolution 11/NQ-CP on socioeconomic recovery and development. What do you think about the effect of this decision in Ca Mau province?

The COVID-19 pandemic forced local enterprises to disrupt, scale down their operations and lay off their workers. This resulted in a considerable decline in policyholders of social insurance and health insurance in Ca Mau province.

Resolution 11/NQ-CP of the Government and Decision 316/QD-BHXH by VSS are of great significance, enabling business recovery for enterprises and employment for workers. This is a condition for social security agencies to inform, mobilize, develop and increase the coverage of social insurance and health insurance.

Understanding that significance, right from the start of 2022, we worked out Program 08/CTr-BHXH dated January 26, 2022 on key activities in 2022; developed plans for each professional field; established a steering committee for support of insurance premium collection and insurance policyholder development; and formed a communication workgroup for this work. VSS Ca Mau directed district social security agencies to advise Party Committees and People's Committees and boost coordination of relevant departments and authorities to execute policies on social insurance, health insurance and unemployment insurance.

By the end of July 2022, VSS Ca Mau served 61,072 policyholders of compulsory social insurance, an increase of 2,946 policyholders from the end of 2021; 53,507 policyholders of unemployment insurance, an increase of 2,954 people; and 21,073 policyholders of voluntary social insurance, a decrease of 5,874 people (partly due to income shrinkage, change in premium rates of policyholders).

The province had 964,367 policyholders of health insurance, covering 80.77% of the population, an increase of 6,943 people compared to the previous month. Counting 100,739 emigrant people, the rate would be 89.03% (1,062,990 out of 1,193,894-strong population) after balancing emigrant and immigrant people.


VSS Ca Mau launches an insurance communication campaign

How have you reformed administrative procedures, applied information technology, and adopted non cash collection and payment?

Defining administrative procedure reform as a central and cross-cutting task, we have further reformed administrative procedures in a "quick, convenient and effective" manner.

Accordingly, the settlement time for one-off social insurance benefits is shortened from 15 days to seven days. We also combine the process of confirming social insurance policies and the process of settling the retirement regime into one, reducing the time from 17 days to 12 days (a drop of 5 days).

To promptly clear difficulties against people and businesses, VSS Ca Mau has actively reduced the time of applying Resolution 116/NQCP of the Government on support policies for employees and employers affected by the COVID-19 pandemic from the Unemployment Insurance Fund. By the end of July 2022, VSS Ca Mau completed reducing contributions to the Unemployment Insurance Fund from 1% to 0% in 12 months for 1,212 units with a total value of VND20,177 million and settled VND101,379 million for 40,774 workers.

We increase the delivery of online public services. Currently, we provide 25 procedures with 63 services on the sector’s Public Service Portal, including 60 Level 4 services and 13 out of 25 procedures integrated, provided on the Public Service Portal. Electronic administrative procedures of Level 4 provided online meet 90%. Currently, about 95.32% of relevant units are electronically working with VSS Ca Mau.

Last but not least, we also strengthen the implementation of non cash payments by paying monthly pension and social insurance allowances (56%, the same as the target); paying one-off social insurance allowances (95% versus 70% in the plan); paying unemployment benefits (99% versus the target of 85%); and sickness and maternity payments (98.3%.)
