Recognizing administrative reform as a central and comprehensive task for the entire political system and government at all levels, Binh Thuan province has led and directed the consistent implementation of numerous solutions. These efforts have yielded positive results, enhancing the effectiveness and efficiency of state management and better catering to the needs of individuals, organizations and businesses.

From the onset of the 2020-2025 term, the Provincial Party Committee and the Provincial People’s Committee initiated plans and issued directive documents for the implementation of administrative reform. This was in accordance with the Government’s Administrative Reform Program and guidance from the Ministry of Home Affairs. The province has concentrated on promoting institutional reform, administrative procedure reform, and governmental apparatus reform. It has also focused on building and improving the quality of public employees, reforming public services, and applying information technology to resolve administrative procedures, thereby fostering the development of e-Government and digital government.
Agencies and localities within the province have prioritized the execution of tasks and solutions related to administrative reforms. Specifically, the legal document system has been regularly reviewed, amended, supplemented and promulgated to meet the requirements and practices of local authorities. The internal administrative apparatus has been reviewed and consolidated to become leaner, reduce intermediaries, address overlapping activities, and streamline administrative officers in line with the roadmap.
With administrative processes reviewed and streamlined and the settlement time reduced, organizations and individuals can more effectively handle administrative procedures. They can also access online public services to choose the most suitable method for handling administrative procedures. In particular, the Provincial Public Administration Center and single-window divisions at district and commune levels are well-operated to support organizations and individuals. Concurrently, Binh Thuan province has effectively implemented two administrative models at single-window divisions at all levels: The “No handwriting” model for resolving administrative procedures and the “Support for online submission of administrative procedures.”
To enhance the quality of administrative procedure reform, boost public satisfaction, expedite the resolution of administrative procedures, and minimize visits and contacts for citizens, several localities in the province have introduced a “no-appointment day” model. Under this model, communes/wards allocate personnel to promptly address certain administrative procedures for citizens.
The concerted efforts of competent agencies, localities, and the entire political system have borne fruit. In 2022, Binh Thuan province ranked 7th out of 63 provinces and cities on the Vietnam Provincial Governance and Public Administration Performance Index (PAPI). Furthermore, a business survey on the Provincial Competitiveness Index (PCI) revealed that administrative procedures facilitate investors’ market entry and foster a fair investment environment. These achievements have positively impacted the province’s socioeconomic development and attracted numerous companies and investors to the province.
In the coming time, to further improve the quality of administrative reform and increase the satisfaction of people, organizations and businesses, it is imperative that agencies and localities effectively reform administrative procedures. They must strictly implement administrative processes approved by the Provincial People’s Committee and transparently publicize regulations and information in various forms for people and businesses to access and follow. Concurrently, the reform of administrative procedures will be paired with digital transformation and the application of information technology. Lastly, it is crucial to heighten the awareness and responsibility of all relevant bodies and public employees to enhance the quality of administrative reform at administrative agencies at all levels, thereby meeting the demands of the new era.
