Development of Modern and Synchronous Transport System

By proactive and enthusiastic consultation and implementation of the Transport sector and the consensus of the entire political system in the area, Quang Binh province has implemented many mobilization solutions and effectively used resources to develop more synchronous and modern transport infrastructure.

Making efforts to widen roads, build large bridges

That is a prominent mark that Quang Binh Transport Industry has left in 5 years from 2016-2020. Up to now, Quang Binh has implemented many key projects, creating momentum for socio-economic development such as: Projects to expand National Highway 1, Nhat Le 2 Bridge, provincial road 565, Mai Thuy-An Thuy road (in Le Thuy district). The important thing is that the province's transportation industry has made great progress in construction capacity, being able to undertake many large-scale, technical and high-tech projects, especially researching and transferring construction technology of suspension bridge and large span cable-stayed bridge with modern construction structure and technology, such as Nhat Le 2 Bridge.

In addition to arterial roads to create a driving force for the overall socio-economic development, the province is also interested in investing in upgrading many urban roads in Dong Hoi city and installing signal traffic control clusters at intersections in towns, communes and cities to guide and divide the traffic flows in order to ensure traffic order and safety.

Quang Binh has also implemented many measures to mobilize maximum resources to develop its rural transport system; carrying out periodic repair and regular maintenance of National highways 9B, 12A, 15 and provincial roads, and coordinating with the Ministry of Transport to carry out the project of local bridge construction and road asset management (LRAMP Project) with eleven 55km long routes and 22 bridges with a length of 1,723m; and maintenance of 3,086km of district roads.

Currently, the province is focusing on speeding up projects now being implemented to quickly put into use such as: The road system from Nhat Le Bridge 2 to the Eastern branch of Ho Chi Minh Road; proposing additional investment in building and upgrading bridges and culverts with a tonnage of less than 30 tons to ensure synchronous exploitation of the provincial road network.

The provincial People's Committee has also worked with central ministries and agencies to invest in building and upgrading important roads such as the North-South Expressway (the eastern section running through Quang Binh province); building and upgrading National Highway 9B in the sections of Quan Hau - Vinh Tuy and Van Ninh T-junction - Tang Ky T-junction; and Highway 12A bypassing Ba Don town.

With the efforts of the entire political system in the past 5 years, Quang Binh has built and upgraded 1.989km of roads; building 78 new bridges with a total length of 3,976m; 2,663 culverts with a length of 15,584m; 16 overflow pipes with a length of 559m. So far, the province has 9,377 km of roads, including 905 km of national highways, 490 km of urban roads, 763 km of district roads, 2,114 km of communal roads, 4,680 km of village roads, hamlets and inland fields and 54 km of special-use roads. Currently, 100% of communes have motor roads to the commune center; 95/128 communes have met criteria 2 in terms of transportation in the movement of building new rural areas.

Developing various types of transport

 Along with the road system, Quang Binh is also interested in developing the sea route system, in collaboration with the Vietnam Maritime Administration to invest in upgrading, dredging and clearing the navigation channel of Hon La Port; coordinating with investors to study investment and construction of Hon La Port (phase 2). Up to now, Quang Binh has a 126 km long coastline, a seaport system including: Gianh Port receiving ships up to 1,000 DWT; Hon La Port accommodating vessels up to 15,000 DWT (under construction of phase 2 to receive ships of up to 30,000 DWT) with international and domestic shipping routes.

Quang Binh Transport Industry has also cooperated with Vietnam Railway Corporation to effectively exploit the existing North - South Railway. At present, the North - South Railway runs along and passes through almost all districts and cities of the province with a length of 174.5 km.

The Department of Transport has also cooperated and advised promoting the opening of new routes both internationally and domestically such as Dong Hoi - Chiang Mai (Thailand) from August 11th, 2017, Dong Hoi - Cat Bi (Hai Phong) from April 29th, 2017 and preparing to open the route Dong Hoi - Lien Khuong (Da Lat).

Director of  the Department of Transport Pham Quang Hai emphasized: With the motto of promoting internal strength, enlisting the help of the Government, ministries and sectors, Quang Binh province attracted and effectively used the investment capital to develop continuous transport infrastructure, connecting Quang Binh with the whole nation and other countries in the region, contributing greatly to the industrialization and modernization of the province.

Preparing for a breakout in the future

In order to ensure smooth and efficient road routes, Quang Binh will coordinate with the Ministry of Transport to promote the construction of the North-South Expressway’s eastern section running through Quang Binh province, and at the same time expanding and upgrading national highways with high transport demand such as: Highway 12A (Khe Ve - Cha Lo section; the bypass from Ba Don town), Highway 9B (forming a new connecting route to Laos via Chut Mut - La Vin border gate and transport routes from Savannakhet to Hon La Port); expanding Gianh and Quan Hao bridges; building Nhat Le 3 Bridge connecting the city's southwestern gateway to the sea; investing in bridges and roads connecting the northern area of Quang Trach district to Xuan Trach and Bo Trach to Phong Nha - Ke Bang in order to connect key tourist areas of the province.

Along with the implementation of the coastal road in accordance with the approved plan (first to prioritize investment in Ly Hoa - Quang Phu section), the province will continue to raise the rate of hardening the rural transport system; mobilizing resources to build bridges over rivers and streams, solving the isolation situation of remote and mountainous hamlets and coastal areas.

The province has also upgraded Gianh port to ensure receiving ships of 2,000 DWT; enhancing the dredging and clearing of seaports, ensuring favorable conditions for means of transport and fishing and aquaculture activities, and ensuring rescue and salvage activities at sea.

The province has also cooperated with the Ministry of Transport in the feasibility study of the North-South high-speed railway and the Vung Ang - Tan Ap - Mu Gia - Tha Khec - Vientiane railway.

In addition, the Quang Binh Transport Industry will propose to increase the number of flights on the operating routes Dong Hoi - Hanoi and Dong Hoi - Ho Chi Minh City, and coordinate with the agencies of the Ministry of Transport, Airport Corporation of Vietnam (ACV) to upgrade and expand Dong Hoi Airport to reach a capacity of 3 million passengers/ year.
