Developing Transport Infrastructure to Boost Economic Growth, Investment Attraction

Aiming to become a modern industrial province and centrally run city, Bac Ninh province has been implementing many synchronous solutions to boost socio-economic development. The province has spent a lot of resources on infrastructure development, especially transport infrastructure, thereby creating leverage for economic growth and attracting investment, becoming the growth pole of the Hanoi Capital region as well as the Northern Key Economic Region of the country.

To date, the transport network of Bac Ninh province has been relatively complete with 132.27 km of national roads, 292.23 km of provincial roads, 416.03 km of district roads, 403.65 km of urban roads, 660.15 km of commune roads and 4631.41 km of hamlet roads. Many key projects have been put into operation, such as the renovation and upgrading project of Provincial Road 295B (DT.295B), the construction project of Provincial Road 277 (TL277) and the construction project of Trinh Xa-Da Hoi road, Tu Son town, bringing together the province’s transport system into the regional and national road network.

Mr. Nguyen Minh Hieu, Director of Bac Ninh Department of Transport, said: In the 2021-2030 period, the province will implement 50 new transport infrastructure projects, including six key projects in the 2021-2025 period: Provincial Road 285B (from Provincial Road 295, Dong Tien commune, to National Highway 3, Yen Phong district); the intersection connecting Provincial Road 285B with National Highway 3; Kenh Vang bridge; Ring Road 4 - Hanoi Capital Region (the section through Bac Ninh province); Provincial Road 295C and Provincial Road 285B connecting Bac Ninh city with National Highway 3 through industrial zones; and Provincial Road 277B connecting to Ha Bac 2 bridge, Ring road 4. These are all important works, contributing to improving traffic capacity, creating inter-regional connectivity, and meeting the transportation needs of people as well as enterprises operating in industrial zones and industrial clusters.

Bac Ninh Department of Transport also offers solutions to complete the transport infrastructure system in the province. The investment in transport infrastructure must be in accordance with the approved plans, meeting the following factors: accessibility and connectivity; fluidity; accessibility of multimodal transport, especially green public transport; safety; and integration of infrastructure into the landscape.

In particular, determining smart traffic as a future trend, the industry has advised the Provincial People’s Committee to ask the Provincial People’s Council to approve the investment policy for a smart city (including smart traffic). After the policy is approved, the industry will select a consulting unit capable of building an implementation plan.

Supporting businesses and investors

As a dynamic economic development locality with more than 1,878 valid FDI projects and thousands of domestic investment projects, in the coming period, Bac Ninh province aims to comprehensively develop in socio-economics to become one of the industrial centers of the country, providing airport and deep-water port services as a gateway for international trade.

In the 2021-2025 period, the province will continue to focus on speeding up the construction of traffic works to soon complete and put them into operation; prioritizing public investment capital for infrastructure, especially key transport projects being implemented, as well as new industrial zones, to embrace the development pace.

Accordingly, public investment capital for the transport sector will be allocated for projects on synchronous development of urban, rural and regional transport networks. In addition to the budget capital, Bac Ninh Department of Transport also advises mobilizing investment capital for traffic works in the form of a build-transfer (BT) contract.

With the spirit of supporting businesses and investors, Bac Ninh Department of Transport will promptly remove difficulties and obstacles (especially in site clearance) to help speed up the implementation of projects. The Department will also pay special attention to selecting qualified and experienced consultants and construction contractors to ensure the progress and quality of the works.

The Department will build a strict quality control process to ensure that the construction works achieve the set targets and quality requirements.

In particular, the Department of Transport has promoted administrative reform, especially administrative procedures, to facilitate businesses and investors. Every year, the Department promulgates a Plan on controlling administrative procedures; organizing the review and assessment of administrative procedures within its jurisdiction; and proactively reducing the settlement time of administrative procedures within its jurisdiction, such as reducing the time to renew a driving license from five to three days and reducing the time to issue new driving license from 10 to 8 days.

By 2030, Bac Ninh aims to complete the investment and operation of the three expressway projects, bringing the total length of expressways and ring roads to about 200 km; the total length of provincial roads to about 420 km and creating a modern, synchronous and inter-regional system of provincial, district and urban roads.

Besides, Bac Ninh Department of Transport has coordinated well with the provincial public administration center and post office to receive dossiers and promptly return results to applicants. As a result, since the beginning of 2022, its one-stop shop has received 25,712 dossiers and returned all on time.

In the coming time, the industry will continue to research more solutions and initiatives to successfully complete the assigned tasks, thereby contributing to creating new motivation, taking advantage of opportunities, promoting sustainable development in Bac Ninh province, serving as a basis for a centrally run city as proposed by the Resolution of the 20th Provincial Party Congress for the term 2020-2025, affirmed Mr. Nguyen Minh Hieu.
