Developing Green Cities, Improving Life Quality

The urban system of Dak Nong province, despite being fledging, has made very encouraging development in recent years. The urban face and landscape are increasingly synchronized and modernized to lift resident’s quality of life.


Dak Nong province is very interested in fostering modern, sustainable green urban development 

Dak Nong province presently has nine urban areas: One third-grade urban area (Gia Nghia City), three fourth-grade urban areas (Dak Mil Town, Kien Duc Town and Ea Tling Town) and five fifth-grade urban areas (Dak Mam Town, Nam Dong Commune, Duc An Town, Quang Khe Center and Dak Buk So Commune).

The Dak Nong urban system has made very encouraging development, resulting in a facelift in the urban landscape, a change in perception and an improvement in residents’ quality of life, and an increased appeal to investment resources for urban technical infrastructure construction. Hence, the driving role of urban areas has been increasingly asserted in socioeconomic development.

Currently, Gia Nghia City and all districts have their general urban plans for subsequent zoning plans and detailed development plans. Urban planning always goes one step ahead and functions as a basis for local authorities to direct land management, construction management and investment attraction for sustainable, climate-adaptive green urban development.

Ms Ton Thi Ngoc Hanh, Vice Chairwoman of Dak Nong Provincial People's Committee, said that, taking potential advantages into account, Dak Nong has fertile basalt soil along with mild, cool climate around the year, a diverse ecosystem, and abundant water sources with many streams, lakes, forests and gardens. The province can also develop renewable energy, processing industries, agricultural and forest-based services, and green tourism services. Especially, cultural identity, customs and habits, friendly and harmonious people living close to nature and actively protecting the environment among other factors constitute “green market - green economy - green society” to build and develop a green and ecological city.

“Urbanization is very strongly developed in the province, driven by a series of new rapidly built architectural projects. The province has also deployed intelligent traffic applications that bring high utilities such as traffic monitoring cameras and traffic signal control systems. Many parks and forests are planned and formed with natural green spaces. However, the quality of urban development is not the same provincewide, with limited green spaces and typical architectural landscape for urban areas,” she said.

Mr. Phan Anh Tuan, Director of Dak Nong Department of Construction, said that the department has reviewed regulations and procedures regarding construction investment management, construction planning management, construction licensing and construction violation handling to advise the Provincial People's Committee to operate and make adjustments to match local conditions and characteristics. The department has also intensified construction management based on the approved planning.

Mr. Phan Anh Tuan, Director of the Construction Department, said that Dak Nong province currently has 11 residential projects and new urban areas licensed by the Provincial People’s Committee. They are in the stage of site clearance. Most of the approved projects build infrastructure to sell residential land. Meanwhile, building complete houses and apartments for sale is not an interest to investors. Real estate transactions have cooled down as compared to before.
For strong development of the real estate market, the Department of Construction advises the Provincial People's Committee to introduce regulations on prioritized persons, conditions, criteria, forms of consideration and approval for buyers and tenants of social housing; and consults it on solutions to tackle difficulties for the real estate market and promote healthy and sustainable market development. In particular, the department proposes solutions to attract private investment funds for social housing construction, remove obstacles in investment procedures and auctions and speeds up administrative procedure reform to support businesses.
