Making Dak Lak a more prosperous, beautiful, distinctive and cultured province that plays a central role in the Central Highlands is an important task of the 2020-2025 term. Therefore, right from 2021, the Dak Lak Provincial Party Committee gave priority to removing traffic infrastructure bottlenecks, developing regional criteria for each sector, and training high-quality human resources to achieve what it planned.
By 2020, Dak Lak province asphalted and concreted 96.01% of provincial roads, 91.57% district roads, 64.96% intra-commune and inter-commune roads. All communes had asphalted roads leading to their administrative centers. Public transportation met 14% of travel demand. However, in the 2015-2020 term, despite many important achievements, the investment for socioeconomic infrastructure construction still faced numerous difficulties and limitations: Investment resources still depended heavily on government funding and non-government funding was limited, resulting in slow progress of infrastructure development. Planning management is still loose and regional connectivity is lacking. Obstacles still exist in land compensation, site clearance and resettlement support, which affect project progress.
According to former Secretary of the Dak Lak Provincial Party Committee Bui Van Cuong, in 2021, the province will continue to promote investment and develop synchronous and modern infrastructure, especially clearing road and air traffic bottlenecks to meet travel demand between Dak Lak province and provinces of the Central Highlands, the Central Coast, the Southeast and Ho Chi Minh City, as well as other countries in the region. It will mobilize resources for construction and development of Buon Ma Thuot City as per Conclusion 67-KL/TW of the Politburo, bringing Buon Ma Thuot City and Dak Lak province into a new stage of breakthrough development. It will focus on leading and directing construction of some key socioeconomic development projects. At the same time, it will foster administrative reform, enhance the business investment environment and boost business development.
“As for Buon Ma Thuot City, the space and architecture must match the cultural identity of the Central Highlands region, not localized and heterogeneous planning. Inviting foreign planning consultants will certainly be taken into account. The planning must be comprehensive, synchronous and distinctive. Besides, the planning cannot spoil the inherent landscape, especially the green system. To develop sustainably, the city must first be environmentally friendly,” he noted.
To effectively establish regional connectivity and economic connectivity, the Resolution of the Provincial Party Committee also states that Dak Lak province will actively apply solutions and launch provincial planning to 2030, with a vision to 2050, which clearly defines spatial and territorial planning aligned with sectoral and product planning so as to match provincial planning with regional planning and national planning. Regional connectivity and economic connectivity are defined as a new driving force for socioeconomic development.
To realize the goal of making Dak Lak a socioeconomic center of the Central Highlands in the 2020-2025 term, in 2021, provincial agencies and sectors must develop specific regional criteria submitted to the Standing Board of the Provincial Party Committee for consideration and promulgation of a resolution on systematic methods, Cuong said. The province will pay attention to training high-quality human resources to fulfil its tasks in the coming period.
