“The sustainable development of a region and a country is always associated with good infrastructure for development. Bearing huge responsibility, we have kept strengthening our companionship with and support for businesses in the process of value creation," said Mr. Nguyen Nam Hung, Director of the Tay Ninh Department of Construction, when he revealed efforts of the construction sector in planning, administrative procedure reform and urban development.

What do you think about the results of administrative procedure reform of the construction sector in the past time?
Currently, the construction sector has 71 administrative procedures (58 at the provincial level and 13 at the district level). Every year, the department also regularly reviews and streamlines administrative procedures as guided by the Provincial People's Committee and the Prime Minister; develops communication plans to inform and guide organizations and individuals to carry out administrative procedures; hosts dialogues to answer their difficulties and problems relating to administrative procedures; and opens online dialogues on construction permits on the Zalo channel of Tay Ninh province. Up to now, all work has been done in order and time of settlement.
After nearly 10 years it was upgraded to a city (since 2013), how has the appearance of Tay Ninh City changed in terms of urban development?
Tay Ninh City has gradually asserted its position as a political, administrative, economic and cultural center of the province. A young, dynamic city with an increasingly prosperous urban face has gradually advanced towards a second-class city in the near future and integrated into the general development of the province.
Above all, the construction sector is always proud to have played a part in this positive change. Specifically, the sector is constantly ready to accompany the city and the province to focus investment on synchronous urban infrastructure well connected with major projects such as Tay Ninh Monument, Sunrise Hotel (the accommodation for guests of the Provincial Party Committee) and Tay Ninh Welcome Gate, as well as economic and social security projects such as Co.opmart and Bach Hoa Xanh supermarkets; social housing and commercial projects like HQC Tay Ninh social housing apartment (under construction), Tay Ninh commercial center, hotel and shophouse complex, Phu Thinh Residence and Mai Anh Commercial Quarter.
Tay Ninh City has basically completed its planning, from general planning and zoning planning to detailed project implementation planning. The city is revising its general planning and making zoning plans for areas that need to be developed according to the provincial general planning. At the same time, the city is preparing to establish a new regulation on urban architecture management under the 2019 Architecture Law and the Plan of the Provincial People's Committee.
Entering a new stage of development, it is important to be aware of the right planning position and the sector's role in socioeconomic development of Tay Ninh. What do you think about this?
Synchronous infrastructure development investment projects have helped create a more spacious and modern urban appearance. Approved urban plans serve as the basis for implementation of planned social, economic, defense and security projects and support social stability and economic development. The planning has also created a new lifestyle and a different urban look, and overcome many limitations from traffic and water supply to natural conditions. All has brought practical effects, as compared to 10 years ago. This very remarkable achievement has enabled the province to draw more investment capital for socioeconomic development.
Continuing those successes, in 2021 - 2025, Tay Ninh will continue to develop functional areas and develop an urban development program. To prepare the legal basis for urban development in Tay Ninh province in 2021 - 2025 and to 2030, the construction sector also advised the Provincial People's Committee to approve adjustmentments to the Tay Ninh Urban Development Program to 2030 in Decision 3628/QD-UBND. Accordingly, in 2021 - 2025, the construction sector will focus on investing in building and completing social infrastructure and urban technical infrastructure in nine current urban areas according to corresponding urban area criteria and upgrade four urban areas (Tay Ninh City, Trang Bang Town and Hoa Thanh Town and Go Dau Urban Area). Currently, the urban system of Tay Ninh province is also being studied to complete the urban development roadmap in the Tay Ninh general planning.
To support the province to make tremendous development, what are the commitments of the construction sector in Tay Ninh province?
In the past time, to effectively carry out the Project "Tasks and solutions to improve scores and rankings of PCI, PAPI, PAR INDEX, SIPAS and ICT indices of Tay Ninh province in 2021 - 2025" as per Decision 1364/QD-UBND, the construction sector always closely coordinated with relevant bodies to improve the quality of design documents and construction quality, reviewed and reduced administrative procedures in the construction sector. The sector also launched thematic emulation programs to carry out public administration reform and control administrative procedures; piloted online reception of administrative procedures and delivery of settlement results via public postal services. At the same time, it directed all employees to handle administrative procedures before the deadline and 100% of documents are submitted online.
The construction sector of Tay Ninh province has endeavored and reaped many "sweet fruits". In that spirit, the sector is committed to joining the province to capture opportunities and actively make Tay Ninh a well-developed province to create momentum for stronger long-term socioeconomic development.
